ADVISORY COMMITTEE ON RE ACTOR SAFEGUARDS WASHINGTON. D. C. 20555 p
April 27,1979 Mr. Robert Pollard Union of Concerned Scientists 102515th Street Washington, D. C. 20005
Dear Bob:
This is to confirm my oral invitation to you earlier this week regard-ing an appearance before the ACRS on May 11, 1979 to discuss the March 28, 1979 accident at the Three Mile Island Nuclear Plant Unit 2.
The Cormittee would be particularly interested in your comments regarding the causes contributing to the accident; lessons to be learned from this experience, particularly your conclusion that it is appropriate to shutdown B&W nuclear steam supply systems of similar design; and what corrective action you would consider appropriate as a result of this accident for both B&W type NSSS and PWR designs of other vendors.
We have tentatively scheduled a period of one hour (11:30 a.m. -
12:30 p.m.) on May 10, 1979 for this session, but this can be adjusted to accommodate your availability.
A presentation of approximately 40 minutes would be most useful so the remaining 20 minutes could be devoted to a round table discussion.
A written copy of your presentation in advance of the meeting would be useful but this would be at your discretion.
This meeting would be held in open session and a transcript will be made.
Members have expressed considerable interest in having the benefit of your observations and conclusions regarding the matters noted, so I hope you will be able to participate.
I can be reached on 634-3265 if you have any questions.
Sincerely, v(w[ondF.Fraley Ra Executive Director 99 046 79051400lf1 i
