CONVERSATION WITH MR. H. E. TILBE OF LONDON NUCLEAR DECONTAMINATION LTD.

On April 5,1979, Mr. H. E. Tilbe, General Manager of London Nuclear Decontamination Ltd, called to offer the assistance and expertise of his company in any aspect of the TMI cleanup in which they can be of service.

London Nuclear Decontarcination is the licensed representative of the CANDECON Process developed by AECL.

Mr. Til be state.; that he was personally involved in the NRX Decontamination Program in 1952 and that he understands that NRC has asked the Canadian Atomic Energy Control Board and AECL to give a presentation to NRC about the NRX Decontamination at some time in the future.

He aske1 whether it would be possible to attend such a meeting when it is held.

Because of the D0R Lead Assignment in Task A-15, DOR should be more closely involved in the planning for possible decentamination of TMI.

In particular, I recommend that you arrange for our A-15 consultants from PNL and BNL to be involved in any TMI decon planning because of their recent work in this area in support of A-15 in the area of effluent systems, radiation protection; and materials compatibility.

I also recommend that Mr. Tilbe, because of his experience and licensing arrangement with AECL, attend any meetings that we have with AECL and the Canadian Atomic Energy Control Board.
