Operating License No. DPR-73 Docket No. 50-320 Technical Specification Change Recuest No. 1 The licensee requests that the attached page replaces page 3/h 8-3 of the T:C-2 Technical Specifications.
Reascns for Change Request This change is necessa y to fulfill the requirenent cutlined in the TMI-2 Cperating License DPR-73, Sectica 2.c.3.b.
This states that proposed allavable voltage and frequency variations for a 500-kilowatt load rejection frc:a the energency diesel generaters should be subnitted for inclusion in Technical Specification h.8.1.1.2.c.3 before initial entry into Mcde k.
Safety Analysis Justi.^rinz Chance Recuest These variatiens in voltage and frequency are well within the acceptable operating range of all electrical cenpenents of the Class lE Electrical Systen at TMI-2.
With a 500 U 1 cad being rejected, the anticipated response of the diesel generators is well within the range of their operating characteristics. Verification of the generater capability to reject a lead of > 500 W while naintaining h160 t h16 volts and frequency at 60 t 1.2 H: vill confirn that no degradation of the Class 1E Elec-trical Systen vill occur. Sese values will not exceed speeds (frequency) or voltages which vill cause tripping, nechanical da= age er harnful overstresses of any electrical ec.penents.

O ELECTRICAL POWER SYSTEMS SURVEILLANCE REOUIREMENTS (Continued) 3.
Verifying the fuel transfer pump can be started and transfers fuel frcm the storage system to the day tank.
4.
Verifying the diesel starts from ambient condition. and accelerates to at least 900 rpm (ie 60 Hz on the generator) in < 10 seconds.
5.
Verifying the generator is synchronized; loaded to > 3000 kw in < 120 seconds, and operates for > 60 minutes. _
6.
Verifying the diesel generator is aligned to pecvide standby power to the associated emergency busses.
b.
At least once per 92 days by verifying that a sample of diesel fuel obtained in accordance with ASTM-0270-63, frcm the fuel storage tank is within the acceptable limits specified in Table 1 of ASTM 0975-74 when checked for viscosity, water and sediment.

At least once per 18 months during shutdown by:
1.
Subjecting the diesel to an inspection in accordance with procedures prepared in conjunction with its manufacturer's recommendations for this class of standb) service.
2.
Verifying that the load secuencing times are within the tolerances shown in Table 4.8-2.

Verifying the generator capability to reject a load of 416 volts

which was applicable to pre-op testing, the rest of pre-op testing was performed in accordance with the NRC staff's Proof and Review Edition 24, 1977.
The of the TMI-2 Technical Specifications, dated August satisfactory comoietion of this pre-op testing constitutes ccmpliance with this specification for tne first fuel cycle.
