Dear Congressman Jeffords:
Thank you for your letter of April 11, 1979 regarding the accident at inree Mile Island.
At present the Com ission and NRC staff are still occuoied with the rany acti', ties required to assure that the Three "ile Island Unit 2 is trcught to a safe shutdown.
Because of this, se are unable to ans er all of vcur scecific requests at tnis tiro We will provice a ccmplete response to your incairy as soon as we are able.
In the reantire, I an enclosing for your information a copy of the testirony given by "r. Darrell G. Eisennut before the Senate Subcorrnittee on Nuclear Regulation in which he gives a " preliminary sumnary of the significant events that occurred at Three Mile Island" Unit 2.
We will respond to your questions regarding statements race at the f arch 29,1979 briefing before the House Sutco nittee or Eneroy and the Environ ent as soon as we are able to reviea the transcript of that reeting.
however, the definition of a "transiert" is that it is a deviation frcm normal operatina conditions.

Dear Sirs:
In the aftermath of the recent nuclear plant accident in Pennsylvania, I have been called upon by many of oy consti-tuents to provide information on what a-
. ally occured at the Three Mile Island facility.
I would appreciate your office supplying ne with whatever material is available which explains in lay term what happened at the facility. Additionally, a particular request has come to me regardine the events that transpired at a recent briefing (March 2()) that was held by the Energy and Environment Subcon-mittee of the House Committee on Interior and Insular Affairs on this matter. During that criefing, la NRC spokesman stated (I an paraphrasing) that re;;a rd i ng the Three Mile Island acci-dent, "this to my knowledge, is the first instance we have had of substaatial core damage associated with a transient."
I would appreciate your office explaining certain elements of this statement. Specifically, how is " transient" defined? What evidence did the NRC spokesman base this statement on? What subsequent statements did the NRC spokeman make further elabor-ating this peint?
