Dear Mr. Mallay:

We have completed cur initiel review of your topical reper: 3AW-lCC47,

" Study of Discontinuities in Centrol Red Drive Motor Tube Ixtensicns,"

add find that we need additional infor:ation to cc plete our evaluation.

The specific informatica required is listed in :he enclosure. Much of this information was discussed with ycur representatives on July 7, 1972 at a meeting in 2ethesda, Maryland.

In general, we find your inves:igation into the cause of the discontinuities and your subsequen: inspectica progra adequate.

However, before our final acceptance, we will require a completely adequate response to the

~ infor ation requested, revision or supplemen:ation to,7our topical repor:

to reflect this additicnal infor:ation, and incorpora:ica of this :opical report with revisions er supplements in all appropriate applications.

In addition, we vill also require a testing progran and surveillance program.

The testing progra will verify the predictions of the ce perature response of the C23:: tube ex:2nsions on a statistically significan number of asse:blies during the prec;cra:icnal and startup tes:s fer the first facility utilizing these redesigned unifs. The surveillance progra will assure that the taximum tempera:ure of the CADZ tube extension does not approach the revised design te perature during plant operation.

The additional informa:1cn and yoar response to our requirements should be provided ih accordance with the review schedules we have established for those applications affected by this ca::er. We unders:cnd : hat you are aware of th3se schedules th!cugh ycur normal CC Cunication Channels with the respeC ive applicants and w:ll infor ther of '/ cur schedules fc!

responding to our needs.

REGUEST FOR ADDITIO:!AL I'!FC?$.TIO:I BAECCCK & '7ILCOX TOPICAL REPORT, EA!7-10047 1.

Provide core infor ation describing the conditions of each test in Table 7-1, such as air flow conditions, insulation, thernal barrier, and drive activity.

2.

Supply all data used to conclude that 450*F is the manicus terperature which could occur.

Supply data used to justify state =ents 3, 4, and 5 on page 7-2.

3.

Define the drive activities, cycling and internittent tripping, to include the speed, frequency and length of the rod cove =ent fer each activity.

4.

Was the test facility used for these tests shoun in 35W topical report, 3AN-10029?

If so, provide the flow velocity in the vicinity of the C23 Motor Tube flange and compa e this to the Oconee 1 hot functional test results and updated velocities fro = your additional =cdel tests.

5.

Supply all test results fros Oconee 1 that uould be appropriate for this subject.

6.

Provide the maximum temperature increase expected for one full lensth trip.

7.

For the situation where stator cooling water is lost, but electric pouer to the stator is still supplied, (1) show that the integrity of the reactor coolant pressure boundary and the functionality of the control rods are maintained, or (2) show that sufficient time and suitable instrumentation are available to prevent the above fron happening.

In either case provide a conservative " worst case" analysis including the ef fec of single failures.

8.

Provide the " worst operating conditions as defined by the design speci-fications" referred to on page 7-2.

9.

Revise your predicted taxinus cotor tube entension to include the maximum outlet temperature of 619*F.

10.

State the validity of these tests and analyses for all types (A,3,C) of B&W CRD.

11.

Discuss the effect of venting the CR0 cn t'.e =cter tu':e entensi:n tarperature.

,, 9

12.

Provide data to show the transient temperature behavior of the extension for the various test and operating conditicas.
