Centra;y to the above, certain power and control cables stored outdoors on partia31y filled reels, were not protectively scaled in accordance with vendor-supplied procedures.
Corrective Action Taken A detailed investigation of the reel storage yards, ce=pleted on 2/26/75, disclosed that 12 reels had cable ends that were either not scaled properly or were not sealed at all. Ic=ediate corrective action consisted of issuance of United Engineers and Constructors (UE&C) QC Non-Confor=ing inspectica Report No. E-11,567.
By 3/4/75, the cutting of f and scaling of the cable ends was cc=pleted, and reinspected by UELC QC Dept. ; satisf actory report CE-ll,569 was issued closing out Non-conf orming Inspection Re' ort No. E-ll',567.
p Corrective Steps Taken to Avoid Further Violations The cognizant Craf t Superintendent and Supervisor have been instructed and nade aware of the need to keep cable ends sealed as stated in current electrical procedure. A supply of cable end sealing caps is on hand for current use, with an additional 6000 on order for future use.

, Apparent Violation 13 Criterion XIII of 10CFR50, Appendix B states in pact " Measures shall be established to control the handling, storage, shipping, cleaning and preserva-tion of caterial and equipment in accordance with work and inspection instruct-ions to prevent damage or deterioration".
Contrary to the above, certain asbestos-braided instru=entation cables

were stored in areas unprotected from rain, snow and ground water.

9, Corrective Action Taken A detailed investigation of outside storage of instrumentation cable recis wan conducted on 2/27/75, and it was disclosed that (1) one-half of the structure had a wooden cicvated floor and the other half had an carth floor, there is a rcof, but no sides, and all reels located around the periecter had been exposed to direct rainf all, and (2) a total of 13 reels covered with tarpaulin were in contact with cud.
It=ediate corrective action consisted of issuance of UE&C QC Non-Conforming Inspection Report No. #E11,568.
All cabia recis centioned above as being stored on the carth have been =oved and temporarily stored on a platform and all such reels are covered with a tarpaulin.
Correcti';e Steps Taken to Avoid Further Violations To avoid future violations, a new structure is being built, with a raised floor, roof, and three enclosed sides.
Upon co=pletion of the structure, instrument cable reels will be coved into the new structure.

Apparent Violation 1C Critation XV of 10CFR50, Appendix B states in part " Measures shall be established to control materials, parts, or cc=ponents which do not conform to requirements in order to prevent their inadvertent use or installation.
Contraqr to the above, several reels' of non-conforming (scrapped) cable
. was among reels of accepted cable with nothing in evidence to identify the cable as non-conforming.
Corrective Action Taken Non-confor=ing items have been separated from conforr.ing ite=s.
Corrective Steps Taken to Avoid Further Violations The following corrective steps will be taken to avoid further violations.
. UELC was preparing three areas for cable storage at the time of the audit:
Area No. 1 UELC has a yard layout which will result in placenent of power cable to the north end of the yard and control cable to the south.
Area No. 2 This yard vill be used for storage of instru=entation cable.
Shelters will be re-located from Unit 1 cable storage area to this yard.
Area No. 3 This yard will be used for storage of cocpatible cables I
(Unit 1 cable transferred to Unit 2).
The types of cable will be power, control, and instru=entation cable, all of which will be

segregated within the yard.
