Dear Mr. Shockalls:
On Decer.ber 19, 1977, the Atomic Safety and Licensing Board designated to presido in the proceeding involving the application of the Metropolitan Edison Ceepany, Jersey Central Pcwer and Light Ccryany, and Pennsylvania Electric Camany for an operating license for the Three Mile Island Nuclear Station Unit No. 2, issued an Initial Decisien authorizing the issuance of an operating licensa. In accordance with the provisions of 10 CFR Part 51 of the Carsission's regulations, we are herewith transmitting a copy of that Initial Decision.
A Final Supplement to the Final Envirornental Statecent relating to operation of the Statics was prepared by the Office of Nuclear Reactor Regulation and was transmitted to the Council on Environmental Quality under covar of a latter dated Daced>er 22, 1976. The findings and conclusions in the Initial Decision concur with those of the Final Supplement to the Final Enviremental State:nnt except that the following cmditions were added:

The changes in the radiological ecnitoring program recomended by the Staff in its FSFES at paragraph 6.6.1, paca 6-9. shall constitute cendttiens upon the license to be issued hereunder; The Applicants shall develop an environmental monitoring e.
program for inclusten in the envircreental technical specifications that uses as a basaline a consolidation of the data (particularly that relating to nacroinverte-brates) gathered by the Applicants' consultants, i.e.,
Dr. Wurcz, Millersville State College, and Ichthyological Associates. Inc. The Regulatory Staff, pa/ing particular attention to the macroinvertebratas and to the populaticn estimates of fishes in specific areas, shall assure that the monitoring program thus developed utilizes the collected informatien in an officiant and ceaningful manner. The program shall also include a sampling of fishes by various rathods, if meaningful statistics in the fom of catch-per-unit-of-effort can be obtained. Additional'y, creel census shall continue to be performed and if a significant deviation fras pnoperational conditions is discovered.

The :sMitoring program described in this paragraph shall continue for a period of at least three (3) years following the beginning of plant operation. At the expiration of the three year. period. it shall be svaluated by the Staff for its centinued usefulness..The monitoring program shall be tarsinatad only upcn a Staff detarmination that its further continuation would serve no significantly useful purpose.
