412.1 Ycur answer to Question 11.2 does c.a t provide ad2quate (13.1.1. 4) information to de termine the of f site technical capability w'aich supports the operation of the Three :Ille Island. Unit 2 facility.

Provide the following informa: ion for the functional units of

bnager-Genera tion Engineering, :enager-Genera:ica Operations, and :'ana;er-Generation "aintenanca.

Exclude those persons directly accigned to plant staffs.

(1) A breakdmm, by nu-bars and qualifications,of the engineering and technical staff assigned to each of these functicual 31ceks.

Include for each technical staff a tabulation of their educational bach;rcunds and experience, particularly in those fields (e.g., reactor physics, reactor operations, radiation pro tection and radiochenistry) unique to nuclear f acilities.

(2)

A resure of the qualifications of the managers of each of these functional unit including their educational backcround and a sunnarv of their e m H.ence.

(3)

An estinate of the proportioned tica available for each of these technical staffs to work on the Three ' file l

Island Units 1 & 2 in view cf the many other plants for which they provide Occhnical support.

412.2 Uoda te Sec tions 13.1.2 and 13.1. 3 and Fizure 13.1-1 (13.1.3) to clarify and/or correct information relative to changes to your plant staff =ade in Amendment /22 to your FSax.

For exa ple:

(1) Sections 13.1.2 and 13.1.3 do not provide a descriptien of the functions, respcasibilitics, authorit:., and the qualification requirenents for the positions of Shift Supervisors, Suparviscr-Chenistry and Health Physics, and Supervisor Training shown in Figure 13.1-1.

(2) Sections 13.1.2 and 13.1.3 provide descriptive inf o rmation relative to the positica of Iastrucent and Cancrol Engineer. This position is not shown in Figure 13.1-1.

It is our position that as a mini =um the shift crew composition (one Senior Licensed Operator, two Licensed Operators.and two. Auxiliary O' era tor s) described in Secti:n 13.1.2.3 of your FSAR be met at the time of initial fuel loa din g.

Y:u state in Sectica 13.4.2 tha t the provisions for r2 view and (13.4.2) audit of plant operations are described in detail in Section 6.1.9 of your proposed Technical Specifications. As you are aware, the staf f is currently reviewing stoposed changes to your Three Mile Island, Unit 1, Technical Specifications relative to the provisions for review and audit of plant opcratisns.

It is the staff's posicicn Gia; you c oage the review and audit section of the Three 5111e Island Unit 2, Technical Specifications, to conforn to the forthco ing revised Three Mile Island, Unit 1, section on revieu and audit.
