Thraa Mi'.9 1s ind ludear Station Unit 2, Reacect ?.a.'."> p fost Tensioning Svstem This letter is to confin t,c telophone calls with you dated January 9,1978 and January 10, 1978 wherein I advised you that Stressteel Corporation had notified me of an occurrence regarding leftover samples of the Reactor Building post tensioning strand as follows:

Stressteel, in attempting to conclude a contract with the Pennsylvania Depart-

=ent of Transportation for a bridge, submitted leftover samples of Three Mile Island Nucles: Station Unit 2 strand to PENNDOT for testing, with the under-standing that this was the best quality strand they had available at that time to submit fer such tests. PENNDOT reported that the strand was rej ectable based upon tests of ulti= ate strength, yield strength, and elongation.

Subsequautly, Stressteel had other sacples of the lef tover TMI-2 strand tested by Florida Wire ar.d Cable (the =anufacturer), Pittsburgh Testing Laboratory, and Lehigh University as well as a second batch tested by PENNDOT. PENNDOT reported that the second batch passed two out of the three tests, but the third test was still unsatisfactory.

In separate tests, one of which was done by Florida Wire and Cable, two of which were done by FT., and one of which was done by Lehigh University, all demonstrated that the =aterial was acceptable in accordance with the applicable specifications. Stressteel has concluded that tha. strand rejections by PENNDOT were incorrect.

Stressteel notified ue by phone en January 3,1978 of this infor::wtion and reported to se the same infor=ation by letter with attach =ents, which was received on January 9, 1978. GPU Service Corporatir.n has considered this matter and has determined it not to be reportable under the requirements of 10 C7R 50.55(e). GPUSC concludes that the addit:.,nal testing performed by appropriate laboratories has verified the acceptability of the strand.

Dear Mr. Heward:

This letter will confirm ot.: telephone conversation of January 3 when we informed you of the rejection by the Pennsylvania Department of Transportation (PennDOT) of four strand samples which did not meet ASTM A 416-74 requirements. We advised you that the material tested by PennDCT was the same as macerial included in some of the tendons for the Three Mile Island #2 contain-m e at.

Because we had reason to doubt that PennDOT's rejection was appropriate, we conducted a check test program at two independent testing laboratories. We have now established to our satisfaction that Pe=nDCT's rejection of these materials was improper and that the materials submitted to PennDCT, as well as the materials provided for the Three Mile Island Unit 12 Containment Vessel, were fully satisfactory for the use intended and in accordance with the appropriate ASTM requirements.

Check testing of the steel rejected by PennDOT was done by Pittsburgh Testing Laborahry on June 21, 1977 and July 22, 1977, and by Lehigh University on December 14, 1977. Florida Wire

& Cable also performed check tests of the same materials in May of 1977. In all instances, the check tests met the requirements of the specifications.

Sandvig, Director of the Bureau of Materials, Testing, and Research at PennDOT which provides a more detailed explanation of the rejection, retest, rejection, retest procedures which have gone on during the past few months.

We have provided this information to yet; because we are obligated under our contract to advise you of any possible questions concerning the quality of materials installed at Three Mile Island #2. On the basis of the tests at PTL and Lehigh University, we have reached the firm opinion that the PennDOT tests were not valid and that all of the materials supplied for Three Mile Island #2 do meet the requirements of the specification for that project.

Please let us know if you need any additional informa-tion on this subject.

Thank you for sharing the Lehigh University strand test data forwarded in your letter of Cecember 23, 1977.

The data confirms our previous conclusion as stated in the last paragraph of the August 24, 1977 letter, as follows:

"It must be realized that in this case the cable is a borderline material and results can be expected above and below the specification requirement. A variation range as much as 2000 lbs. is not unceman for the same manufacturer.

E'cwever, the specifications do not take this variation into account nor do they permit averaging. All results are to be above the specifications minimum, and. if the material is variable the tranufacturer should recogni:e this fact and produce a material which averages well above the ninimum so that the variation will r.at produce a test belcw."

S We aclenowledge receipt of your letters of August 24 and September 7 en the comparison testing of the Lo-Lax strand offered

..by Stressteel Corporation and judged by PennDOT not to meet 'four specifica tions.

Before we procsed, you should unde rstand that Stressteel Corporation, as a practical matter, has accepted, since our meeting of July 1, the rejection by PennDOT of the strand originally submitted for the Penn State research bridge. We will not make any claim against PennDOT for compensation for what we consider to be an improper rejection. The testing which has gone on since our meeting of July 1,1977, was because Stressteel questic.ned the validity of the PennDOT results. Convinced that the materials did exceed the specification requirements, we requested and you agreed to the additional tests. We believe this letter will throw some more light on that question.

you " lack (ed) confidence in the test apparatus," we have communi-cated with norida Wire & Cable and others in order to determine what was meant or implied by these statements. After an exhaustive review, we have determined that the Florida Wire & Cable testing apparatus and procedure, although different from that used by PennDOT, is in accordance with all ASTht requirements for the testing of this material. However, we came to the conclusion that additional testing at norida Wire & Cable would not produce useful information as far as PennDOT was concerned, and we therefore decided to perform tests elsewhere.

We chose Lehigh University as an additional, independent testing laboratory. The package of strand samples which, in early July, had been sent to Morida Wire & Cable was forwarded to Lehigh University, and the tests were performed under the direction of Dr. Roger Slutter. Those tests are summarized on the attached summary sheets, revised 12/27/77, and the reports of those tests, dated 12/14/77, are forwarded herewith, (as well as the report of the PTL tests (Series 6), which were previously reported to you but had uct been sent).

It is apparent that Lehigh University, following AST11 testing procedures and using calibrated equipment, has also established that the Stressteel Lo-Lax test samples in all respects met the requirements of the ASThi and PennDOT specification for 1/2", 270K, low-relaxation strand. PennDOT's rejection of this latertal, in accordance with your August 24 letter, based upon testing done it PennDCT on July 20,. is again not substantiated by the results of this second independent testing laboratory. In PennDOT's test of 7/20/77, all 12 samples tested failed to reacn the minimum load of 37,170 pounds required for yield strengch at 1% cxtension, and the rejection war confil.ned for this reason. Yet the 10 PTL samples tested on 7/22, and the 8 Lehigh University samples tested on 12/14/77 3xceeded this minimum ASThI requirement.

'd However, we are sure you also must understand that occasionally within even the best of laboratories mistakes are made, and it seems apparent that one has been made here. To argue otherwisc would be to say that only the equipment, personnel, and p.

cedures which PennDOT has used for testing this material are satisfactory, and the equipment, personnel, and procedures of repvabic and established laboratories such as Pittsbur;;h Testing I aboratory and Lehigh University cannot be depended upcn to perform accurate tests in accordance with the ASTM. We are sure that PennDCT would not take that attitude.

We would appreciate hearing from you concerning this new data submitted and the conclusions which you may have drawn therefrom.

Mr. Earl Gallagher of Pittsburgh Testing Laboratory called this date to record his objection to the first sentence in the first paragraph, page two, of my letter to you of August Za,1977.

That letter was written for your information and did not go into the details of the varicus testing procedures and equipment.

It appears that in our ef. fort to summarize the content of the report, we failed to adequately describe PTL's testing system and make clear why we classify it as crude when compared to our equipment.

First of all, 'the statement that PTL's extensemeter is attached to the strand with vise grips is out.of context, tha device we witnsssed may better be referred to as spring c. lips (battery type clips). The slightest slippage or misalignment of the extensemeter ccn cause consider-able change in the stress / strain values.

For example, a mere.001" slippage would produce approximately 640 pounds change in load when compared to our equipment.

To further clarify our previgus statement, the folicwing is abstracted frca the report of our representatives present July 27, 1977, at the PTL lab in Pittsburgh.

The 24" mechanical extensometer is a double sliding ruler arrangement with the 1% and 3!d extensions marked off for easier reading. One man stands on the machine and yells

" READ" when these two extensions are reached, while another man reads the direct dial readout at those points. There is no stress-strain curve plotted shcwing exact results at 1".

and 3!d extension. What is printed is a " crude" curve based on a 2" gage length for determining the modulus.

It is very difficult for PTL to hold the initial pre-load and then maintain a steady rate of loading using the old hydraulic-type test machine.

(Hence, " crude" stress-strain curve).

Here again the slightest hesitatior, or visual crror can result in a definite change in end values.'ehen c:mpared to our equipment.

The philosophy of materials testing must recognize that methods and materials are not 100*. uniform, hcwever, tes ts and results should be reproducible. This fact was realized by the recent comparison testing.

It is obvious that the strand is borderline and that the manufacturer has e

not allcwed for variation.

Once again, I must restate this Department's position. We have unlimited faith in our technicians and their equipment. The results as recorded in our lab are reliable and reproducible and must control the material acceptance.

Your Auguct 15, 1977 letter refers to comparison testing of Lo-Lax strand supplied by Stressteel Corporation which failed to meet PennCOT specifications.

On July 1,1977 I agreed to a three agency test comparison -

commercial laboratory, strand manufacturer and Cepartment - to attempt to show you could have confidence in the Department's test results.

It was agreed that tne decision had been made previously, about the rejection of the strand for the Penn State research bridge, and that rejection would stand.

As you knew our test results were very similar to those obtained in our testing before. The yield strength of 1% elongation was belcw the 37,170 lbs. required for tre type of strand. See attached test reports and testing curves. Your representative, Mr. Howard Williams, was present when the tests were run in our laboratory and did not register a complaint about the result or test procedure.

5 Our testing system is the latest and best equipment available, designed and b it by Tinius and Olsen. The pressure grips and extensemeter received specia; attention and are considered by many to be the best and

. Tost accurate ava.'lable. The extensometer is wired directly to an electronic X-Y plotter whica draws an actual stress-strain curve.

There also is a digital readout of applied load. The equipment's accuracy is repeatedly verified by the manufacturer and our engineer.

In addition, our physical testing lab technicians are well versed in their field.

During 197C, they tested 179 samples and to date for this year they have documented 152 samples. Their work and techniques have been scrutinized by representatives from Arnco, Florida Wire and Cable, Bethlehem Steel Corp., U. S. Steel Corp., Sprmgfield Industries, as well as your firm.

On July 22, 1977 our representat'.'ve reviewed the testing equipment and test procedure at the Pittsburch resting Laboratory in Pittsburgn.

2-Their report states that the PTL system is rather crude because they use the older type system attaching the extensameter with vise grips and have the technicians read the dials and gauges followed by hand plotting of the da ta. The Department system is more accurate frem a test machine and extensometer viewpoint and much less reliant on the individu;l operator.

Since our mee' ting July J /.1977 I have been informed that a e

Florida Wire and Cable representa.ti0s came to our laboratory in June with their extensameter and.ranift.on our machine. They checked over everything on 'o'ur' apparatus ard cerf. test procedure and found nothing to criticize. Their extensemeteg, and testing procedure reported, also appears crude when compared to our combination digital readout and curve drawn by the machine. Since we lack confidence in the test apparat';s compared with ours we see no reason to witness Florida Wire and Cable tes ting.

It must be rehlized that in this case the cable is a borderline material and results can be expected above and belcw the specification requirement. A variation range as much as 20C0 lbs. is r.ot uncommon from the same manufacturer. However, the specifications do not take this variation into account nor do they pennit averaging. All results are to be above the specifications minimum, and if the raterial is variable the manufacturer should recogni:e this fact anc produce a material which averages well above the minimum so that the variation will not produce a test below.

Dear Mr. Sandvig:

Some progress has been made since our meeting on July 1,1977, to determine an explanation for the discrepancy between PennDOT tests and tests made by others on the same strand materials. There still remains work to be done to complete the series of check tests to which we agraed at that meeting.

On July 12 a representative of PennDCT was in our plant and witnessed the taking, marking, and packing of nine samples from each of the four different packs of strand. Three samples from each pack,12 in total, were given to PennDOT, 12 were sent to Pittsburgh Testing Laboratory, and 12 were sent to Florida Wire & Cable Company. PennDOT's samples were tested on July 19 in your laboratories: PTL's samples were tested on July 22 in Pittsburgh; the Florida Wire.L Cable samples have not yet been tested and the package remains unopened.

de clined. We were also told that Florida CCT was unable to comply with a PennDOT request to witness the testing of the samples at Jacksonville. In a discussion which I had with Mr. William Mohler on July 23,1977, he said he did not consider it important now to test in Florida or to proceed further.vith this investigation as the PennDOT tests of July 19 confirmed PennDOT's previous testing and therefore the original rejection of th strand was correct. I said that his under-standing was not in accordance with the three-test agreement you and I had made. Mr. Kohler and I agr:cd that a resolution of these differences would await your return on August 15.

I am enclosing a summary report of the six-test series which have been performed to date on this strand. Tests il and d3 were performed by the vendor-Florida Wire & Cable. Tests 12 and d5 were performed by PennDCT on 5/16/77 and 5/23/77 and on 7/19/77.

Tests d4 and #6 were performed by, Pittsburgh Testing Laboratory on 6/21/77 and 7/22/77.

My analysis of this information indicates that there still remain major unexplained differences between PennDCT's test results and the reports of tests performed by PTL and Florida Wire & Cable.

I summarize the results as follows:

Ultimate Strenzth In PennCCT Test #5, all the samules tested exceeded the ASTM minimum ultimate strength requirement; in PennDOT Test #2, seven of eight.

sample s failed to meet the ultimate strength require-ment.

PTL Test #6 confirmed PTL Test /i4 and PennDOT 15, as well as Florida Wire & Cabic Tests 41 and i/3 with all samples exceeding the ASTM minimum ultimate strength requirement.

The ultimate strength measured in PennCCT Test 45 averages 1,007 pounds lower than the average for PTL Test 46.

Yield Strencth PennDOT test 35 shows that no one ;f the twelve samples tested met the ASTM minimum requirement for load at 1% cxtenston. This confirmed the PennDOT information reported in Test 12.

All the samples in PTL Test 46 execeded the minimum strength required by ASTM at 13 extension, confirming data from PTL Test #4 and "',V & C Tests #1 and #3.

The difference of Icad at 1% extension betwee:-

PennDOT #5 and PTL #6 averages 2,524 pounds. I consider this a significant difference. PennCO T H avera.ged 939 pounds or 2. 52% belew the ASTM required minimum load. PTL J6 averaged 1,585 poun s or 4. 25% above the ASTM required minimum d

Eloncation Percentace - 24" Gauce In PennDOT Test #5, all samples exceeded the minimum requirements of ASTM and this was confirmed by similar findings of PTL Test.!6.

The PennDOT results on Test 3 5 are contrary to :he results on PennDOT Test #2, where seven of eight samples failed to meet the minimum ASTM require-ments for elongation.

Before arriving at any firm conclusiens from this data, I am certain that you will agree with me that it is important for at least one other party to test the third batch of samples. You and I had agreed on July 1 that FW & C should do this; perhaps the tests could now be done in their laboratory under the supervision of an independent inspection agency. If you agree, this should be arranged promptly. I would appreciate hearing from you at your earliest convenience.
