ETALUATION OF REQUEST FOR EXTINSICi CF PRCVISICNAE CONSTRUC"'IC:(
PE7MIT F0 T*1REE MILE ISLAND NUCLEAR STATICN, CiIT 2
/
Introducticn
/
/
Metropolitan Edison Company, on October 26[ 1973, filed a request for extensicu of the construction ec=pletion date for Ihree : tile Island Nuclear Statica, Unit 2.
The dates presently set forth in the Provisional Cons truction Pe rmit,' CPPF-66, Deceder 1,19 72 and Dece=ber 1,1973, are requested to be extended to May 1,1976, and May 1, 19 7 /.
Expected tuel loading date is Ap ril.19 76 and expected ec==ercial operatico is October 1976.
C2anges to the pla:2t as a result,of nere stringent safety receu-mendaticns developed subsequent.to the start of ccnstruction and construction problems encountered cu the site have had a cunu-lative impact on constructico progress.
/
The only modification propose /d is the extension of the censtruction coupletion date which does not allcv any work not already pernitted by the constructica permit.
I Discussion
/
The applicant states that the following factors have contributed to the delav in ccustructico by theitr requirement for additional engineering and/or construction ti=e:
1.
Reactor building ring girder revisico end modification 2.
Modificaticos to minimise the consequences of postulated high-energy syste=s f ailure external to the reactor building.
/
/
3.
Ccustruction priority was given to the ccupletien of Unit 1.
/
/
4.
Major reduction (20%) of construction force to assure more effective am2agement control over quality of work.
/
5.
Productive ti=e less and cleanup effort following heavy rainfall in June 1972.

s 6. 6Hodificatice of the reactor vessel internals ss a result of Oconee 1 experience.
7.
Mocifications to gantry crane and dif ficulties in settin:;
of the reactor vessel, steam generators, and polar crane delsved constructica of the reactor buildinz.
Many of the causes for delay were substantially beyond the control of the applicant.
L e applichst requested an extension of the Provisicnal Cons tructica Fernit exceeding the anticipated fuel loading date by 13 =enths.
Conclusion "he s taf f has deter =ined:
1.
That the systes revisions and nodificaticus in ite=s 1, 2, and 6 above are changes to the systems as they were described in the Prelininary Safety Malysis Report. Ihe details of the changes in itens 1 and 2 will be evaluated by the staff during the review of the Final Safety Analysis Report; details of the changes in item 6 have been reviewed.
2.
That the factors contributing to the delay shev good cause and that the actionsof extending the completien date does not involve significant hazards consideration.
3.
nat the requested extension beyond the presently esti=ated fuel leading date is adequate to account for possible additional delays.
The staff concludes that issuance of aa Order extending the lates t completion date for the construction of the Three lle Island Nuclear Statico, Unit 2, as presently set forth in Ccustr' ction Permit No. CPPR-66 should be authorized. The order is to be effective en the date of issuance.
