Enclosed is a Federal Register Notice of a cetition for rulemaking regarding chysTcal searcnes of incividuals entering a protected area of a nuclear power plant and a copy of a crccosed NRC reguia-tion which would recuire clearances for those individuals who are The permitted unescorted access within nuclear ccwer plants.

Ccmission is assessing the imolications of these two actions, particularly the " pat down" searches of individuals, and their value as elements of the total physical protection system needed for nuclear Also, the Comission is concerned with the potential power olants.

effects on employee effectiveness and morale of the physical searen and otner recuirements fcr the physical protection of nuclear reactors currently specified in 10 CFR 73.55.

In this regard, the Ccmmission is endeavoring to identify alternatives that achieve the needed cratection of nuclear power clants wnen ccmbined with the other elements of tne total clant security system.

The Ccmmission wants a broad base of cublic ccmment on these issues and, recognizing that cnysical searches and the octaining of government clearances directly affect your emolcyees, the Comission recuests that you inform them of this notice of rulemaking and of the procesed clearance rule, and of the desire of tne Ccmissicn to cotain ccmmen-ts directly from those wno are or would be mest affected.

We recuest that you cost this notice on emcloyee bulletin boards or otherwise notify your emolcyees of the Comission's concerns and cesire for cc=ents on these issues.
