DCCF2T NO. 50-320 The Prehearing Conference for TMI #2 was held on Friday, September 19, 1969, as scheduled. In partial fulfillnent of the purpose of e ore-hearing conference, the Ecard identified the areas in which additional infor=ation is desired. The infor=ation vould be presented at the public heariag scheduled for Cetober 6,1969. The Ecard consisted of the following:

On the basis of the Board's concents, it Is apparent that a signi'f-cant portion of the concerns relates to environmental =atters ranging from local site effects to the total effect of the preposed station on the Susquchanna River /Chesapea;a Bay areas.

The partic slar satte:3 are discussed below:

Environ = ental Matters (a) The 2 card specified th.c it vanted state =ents from the applicants and the staff regarding the responsibility for effects of e.ffluents from THI #1 and 12 only, or for the c:zulative effectr with regard to other plants in the region.

Mr. Campbell q 2erted the legal respon-sibility of the applicants.

Dr. Willisss' ce=ments concerned technical aspects or releases from the plant and the cumulative effect thereof.

(b)

Dr. Wol-uan expressed concern on the cu:xulative effects of tritiu:n since it will be released from a number of plants en the River e.'d Bay.

He also mentioned trypton in this regard.

(c)

Dr. Briggs requested the applicants *o give status of current environ = ental monitoring program.

Dr. Willin-a expressed interest regarding management and respcusibility for activities in the exclusion area since watervays are included in the area.

(e)

Dr. Wolman indicated he vanted further discussion on the proposed protection actions that veuld be inplemented regarding the flood natter. i:e had en idea that only temporary protective measures are being considered.

(f)

Dr. Wolsan desired some discussion on actions directed tcward the Fish and Wildlif e Service's cocnents in its letter en TMI $2.

R&D Matters (a)

Mr. 3ond and Drs. Wolsan and Briggs expressed intercs:

in the status of resolution regarding the iodina re= oval effectiveness of the spray systen.

Mr. Bond requested infor=ation on validity of assumptions on accident analys4.s including icdine placeout ef fects.

(b)

Drs. Briggs, Williams, and Wolnan identified the radioly-sin question with regard to consideration of alternative acticus in the event purging is not accepted.

General Matters (a) Mr. Bond and Dr. Williams indicated that they were more than curious about the action regarding the applicatien of grauted tendons in place of ungrouted tendens, which was previously believed to be the preferred nethod.

(b)

Mr. Bond believed that additional infornation en the noderator coef ficient to support the conclusion is necessary.

(c)

Dr. Wolman indicated that discussion on the QA program

considering frequency of inspections during construction should be elaborated.

He vants assurance that necessary inspections vould be nade when required.

We plan to prepare responsive ansvers to the foregoing.
