MEMORN E M FOR:

SUBJECT:
INTERVENOR YIPFORD!S PETITION TD !;RC RE Tl!REE MILE ISLAND UNIT 2 (TMI-2) REACTOR OPERATING LICENSE Reference ycur undated request I received June 26.
What not to read:
Much of the petition, in my opinion,is legal maneuvering trying to keep the extensive recent NRC staff testisony on radon presented at the Perkins hearing (May 16, 1978) from being incorporated into TMI-2.
Prior te Perkins, the intervenor testi:nony. at TMI-2. on radon was probably onea up over the staff which had been tied to the old erroneous Table S-3 nu:::ber of 74.5 curies.
With the incorporatica of Perkins data in THI-2, the intervenor's edge is lost.
'ihat to read: (p. 4-24)
The AEC/N2C opinion of the importance of radon emission, still very controversial, has changed appreciably in recent years.
Suggest pp 4-24 be scanned to review how the stiffening staff actions appear to sace intervenors. The issues raised therein, e.g., the long tenn release periods, are argued in the individual reactor hearings. We will be pleased to respond to any questions.
