S. Nuclear Regulatory Comissicn (the Comission) has granted relief from certain recuire ents of the ASME Code,Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components" to the Metropolitan Edison Cctmy. The relief relates to the inservice testing program for the Three Mile Island Nuclear Station, Unit 2 (the facility), located in Daupnin County, Pennsylvania. The ASiE Ccde requirements are incorporated by reference inw tne Commission's rules and regulations in 10 CFR Part
- 50. The relief is effective as of its date of issuance.
Relief is granted until tne start of commercial operation from compliance with certain inservice testing requirements determined to be impractical for the facility because compliance would result in hardships and unusual difficulties without a compensating increase in the level of quality or safety.
Ine request for relief ccmplies with the standards and requiremnts of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Corimission has made appropriate findings as required by tne Act and the Conmission's rules and regulations in 10 CFR Chapter I, which are set forth in the letter granting relief. The Commission nas cetermined that the granting of tnis relief will not result in any significant environmental i. cact and that oursuant to 10 CFR 351.3(d)(4) an environmental impact statement or negative declara-tion anc environmental impact appraisal need not be prepared in connection witn tnis action.
