Askegaard, Directer d$35h Office of Program Analysis As requested in your memorandum December 2, we have reviewed the Metropolitan Edison and Jersey Central Power and Light Companies' report which provides information on environ = ental aspects of their proposed two-unit nuct_ar power station at Three Mile Island on the Susquehanna River in Dauphin County, Pennsylvania.
In connection with our non-Federal forest land program responsi-bJlities we are pleased to note that Met-Ed and Jersey Central will employ all practical measures available to prevent or abate pollution of the environment. To assure this they are conducting an extensive pre-operational program of monitoring radiation levels in the Three Mile Island area as described in Part B,Section VI.
This program with minor modifications, will be continued post-operationally to establish the degree of environmental ef fects of the power station.
On page 27 of the report under Radioactive Waste Discosal Systems, an off-site burial ground is mentioned for disposal of solid waste packages. The report indicates that the packages would be shielded and sealed to protect station personnel and the general public but it is not clea r as to how they would be shielded to prevent radioactive contamination to subsurface and groundwater at the disposal site.
The report also should provide more information regarding the location of the of f-site burial ground.

I am impressed with the careful plans for monitoring any pessible adverse effect not anticipated that the plant may have en the enviren-ment.
He monitoring program should include cbservations on the beneficial effects that the released water with elevated temperature will have on the growth of shellfish having econcaic value.

1.
As a former e=ployee of the USAEC with knowledge of ramiation safety and nuclear engineering, I have co=plete confidence in the stringent sice selection and safety require =ents set forth by the Divisiou of Reactor Licensing and the Cc= mission's Advisory Co==ittee on Reactor Safeguards which builders of nuclear pcwer plants =ust satisfy.
It appears Metropolitan Edison Company will neet ali require = eats and thus will operate a safe nuclear plant.
2 Radioactive and/or chemical effluents released to the environ =ent will be within licits specified by the USAEC and other Federal agencies. When operated within these IL=its, no adverse effects should result on aquatic, air or land environments surrounding the Nuclear Station.
Sclid wastes generated will be appropriately collected, packaged and disposed of.
All the operations of a nuclear scation are subject to USAEC inspection and compliance procedures.
3 It cust be re=e=bered that fossil fueled power plants also cause thermal pollution of waters and release some natural radioactivity into the biosphere possibly in greater amounts than do nuclear power plants.

It would appear that the advantages
