L'ashburn Responsible TR 3 ranch: ME2 Requested Completion Date: November 3, 1974 De Mechanical Ingineering Branch, Directorate of Licensing, has performed a review of the Technical Specifications through anendrent 21 ot the FSAR of the subject nuclear plant for the purpose cf discovering any substantial deficiencies which r27 enist at this cinc.
This review focused upon provisions of the Tech Specs which relate to the prograzz for insarvice testing of p w;s and valves. Proposed revisions to Code and Standards rula 550.55a(g) published in the Federal Register on 9/30/74 incorporste new requirements for an in-service testing progra:a in plants with construction permits issued on or after January 1, 1971. Ihren though the DII 2 C? was issued prior to that date, viz. Novesber 4,1969, nevertheless a review of their progra:a is warranted to determine the degree to which it is consistent with the intent of CDC 37, 40, 43 and 46 and otScr Regulatory criteria including the provisions of the AS?C Boiler and Pressure Vessel Code,Section XI, Simwr 1973 Addenda, Subsection Ei?,
for pumps, and Subsection IW, for valves.
According to conversations between the reviewer and the f.:PV, the techM eni specifications, chapter 16, in this FSAR vill be restructurd into a standardized fornat and will contain quantitative information which is currently included by reference to other chapters of the FSAR.
Much of the inforsation which is eithat referenced in the Tech Specs new or which can be used in preparing the restructured version thereof is currently presented in various chapters of the FSAR, viz. those chapters and paragraphs which sra listed in the response to the request for additional information 3-2/5.2.3, p. S1-21, supplement 1, mend =ent 19 (3-1-74).

the tests.
(3) Allovable levels of vibration and temperature, including pernissible ranges.
(4) Permissible valve actuation /strokin; tines.
(5) Pernissible valve lesi rates.
