Bivins, Site Analysis Branch The information presented in the amendment was insufficient to satisfy our previous questions concerning the affect of the applicant's proposed Stoney Creek pump-storage reservoirs located upstream of the plant site on Stoney Creek.
The applicant will provide additional information on the following topics:
1.
Analyze the attenuation of the flood hydrograph resulting from the arbitrarily as sumed seismic failure of the lower reservoir.
Analysis based solely on average discharge as presented in Amd. 34 is considered uns atis f acto ry.
2.
Analyze the effect of the arbitrarily assumed seismic f ailure of the upper reservoir under the following conditions:
- 1) the upper reservoir is pumped full, 2) the lower reservoir is reduced by the volume pur'ed, and 3) the lower reservoir receives coincident runoff f rom rainf all pro ducing a flood equivalent to about 1/2 the PMy on the Susquehanna 1.ver.
Under these conditions the applicant agreed to discuss whether failure of the upper reservoir would induce failure of the lower reservoir, and what the resultant flow would be in the Susquehanna at the plant.

The pump-storage facility is in an early feasibility-study stage and flood centrol (F.C.) storage is one alternative.
The analysis as presented does not include F.C.
storaga.
A re a s on ab le amount of F.C.
storage should be included to insure a conservative analyses.
The applicant agreed to consider such storage in his analysis.
