REVIEW OF STAflCARDS FOR POSSIBLE CHANGES AS A RESULT OF THE THREE MILE ISLAfiD IflCIDENT l
fiany aspects of the Three Mile Island incident bear on specifics in our standards. As discussed with you and members of your staff yesterday, this Office needs to begin fr.ediately to conduct a systematic review of our standards to determine their adequacy, accuracy, ana completeness in light of the lessons learned in the Three Mile Island incident.
Specifically, this review should include:
. all technical regulations I
. all regulatory guides
. all industry standards referenced in regulations or regulatory guides
. all regulations, regulatory guides, and industry standards currently under development These standards products should be placed into three categories:
t 1.
Those requiring urgent action as a result of the Three Mile Island incident.
2.
Those that probably need revision but not on an urgent basis.
3.
Those that have no relationship to the Three Mile Island incident.
New standards that should be developed should also be listed.
Your initial review should be conpleted by the middle of next week. At that tir.e, we will meet to discuss the results and plan further actions in terms of revised Driorities for the standards development effort.
The basis for this review should be the orelininars notifications which you have received and the letter to all liceneees with B&'d plants issued by IE on Acril 1, 1979. Other information will be passed on to you as

i In the process of locating the correct operating history of TMI (needed for the ORIGEN code input), it was discovered that other organizations within NRC had already obtained the ORIGEN run of l
interest. The following consists of the information obtained during the course of the action described.
1.
On Sunday, April 1, the Probabilistic Analysis Branch (RES) was asked to develop contingency plans for emergency response i
in case of a core meltdown. The Class 9 accident scenarios i
used in developing these plans require a knowledge of the reactor core inventory of radioactive isotopes so that an ORIGEN run was needed. Sandia Laboratories was directed to provide an ORIGEN run specifically for TMI. The run was completed on ApriV4th, but an error was discovered involving the use of an incorrect core size. A corrected run was made I
by Sandia on April 9th. The information obtained from these runs was provided to Brian Grimes and Lake Barrett of NRR,and the Probabilistic Analysis Branch provided me with a copy of i
l the corrected run. This is available in my offi::e if needed.

Early on April 2r.d, Rodney Satterfield and Karl Knell (DSS) j contacted the Cocputer Science Division of ORNL and asked i
them to run the ANISEN code for TMI. They were concerned with the radiation doses to the instruments transmitting i
level and pressure readings from the pressurizer. Source i
input tere:s were obtained from the containment atmosphere I
'd from an analysis of a sample of coolant water. Predictions of the code indicated the instruments should ia11 at about 9 days post-incident. These failures have not materialized.
3.
Around April 3rd, Dennis Rathbun (Office of Policy Evaluation) asked ORNL to run the ORIGEN code specifically for TMI. He then abstracted the inventories of the 30 most important Isotopes and sent them to the EDO and to the Emergency Operations Center. He also discussed the printout of the code with the Comissioners.
