Dear Fr. Horton:

/

I am pleased to respond to your letter of August 20, 1969, enclosing a letter from Fr. Wayne Harris requesti g any modifications, amndmnts, or reports mlative to the Jams A. FitzPatrick nuclear power plc'It c ptet er 9, 1969 transmittal application. I am also replying to your e

of another letter from b5. Harris requesting the Freliminary Safety klalysis Reports and amndmnts for the Three Mile Island and Calvert Cliffs plants.

1 We have received a nu2er of requests from bt'. Harris for infomation concerning reactor licensing cases, and to the extent of our ability we have attempted to be responsive. Applications for construction permits and operating licenses,, including their accomparr/ing and amndatory data, generally consist of th"ee to six volumes which, with :rany technica' drawings, designs, graphs, and projections of the proposed plant, may average more than 1200 pages. Because of their volume and high cost of production, the Cormission requires the filing of only such nu2er as are needed to perform an evaluation of the application and to be available for public irspection. For these reasons, we are not able to provide free ccpies of this material for public distribution.

Information on applications for nuclear power plant licenses, however, i

is trade available for public inspection by the AEC in its Public Docu-i I

ment Room at 1717 H Street, N. W., Washington, D. C.

Ccpies of the applicatwa and amndments thereto may be obtained from the Office of the Secretary, U. S. Atomic Energy Conmission, Washingtcn, D. C. 20545 upon payment of the cost. of reproduction. 'Ihe charges for repmducing copies of the material in the CcImission's files are set forth in 10 CFR Part 9, section 9 9 of the Cccmission's regulations, a copy of,

which is enclosed.

Honorable Frank Horten In an effort to make this infonnation more readily availab'le to people in the vicinity of the site of a proposed nuclear power plant, the AEC made a rule charge this past sprirs to require that each applicant main-tain an up-to-da*.e copy of its application available for public inspection in a place convenient to the site of the proposed facility. Copics o,f the Fit: Patrick application can be inspected at the Office of thc County Clerk, Oswego County, Oswego, New York.

^

In a further effort to pmvide this infonnation to the public at a reascrable cost, we have workel out an arrargement with the Clearirg-house for Federal Scientific and Technical Informaticn, U. S. Depart-ment of Ccmnerce, Sprirgfield, Virginia 22151, to distribute copies of-applications and amendments thereto at $3 00 per full-sized volume

~

ani $0.65 per volume for a microfiche copy.

Many public libraries have microfiche readers av:riInhle for use of the I

public. In Rochester, I understand that the University of Rochester Library has microfiche copies of selected applications as well as reading and repmduction machines. Mrs. Hussen of the Microtext Department, Rush Rhees Library cn the University of Rochester River Campus has said she would be pleased to answer specific questions concern 1rg the service they can offer to the public. Mrs. Hussen can be reached at the Library' on Area Code 716, 275-4468.

On August 4,1969, we sent you a copy of our safety evaluation for the

'Ihree Mile Island Unit No.1, which we understood was for Mr. Harris.

On August 19, we furnished your office with a copy of our safety evaluation for the Calvert Cliffs plant, but since I do not know that this was fo" Mr. Harris, I am enclosirg another copy with this letter.

l In reference to his letter to you dated September 4,1969, we are preparirg a letter to Mr. Harris which will provide him with infonration en the est9nated release of radioactivity frcm the Three File Island art. the Calvert Cliffs plan" Ihavesentdiractl'ytoMr.Harrisacopyofoursafetyevalt[ationforthe Three Mile Island Unit No. 2 and a notice of hearirg. The hearirs to i
