4 MECHANICAL ENGINEERING BRANCH DIVISION OF SYSTEMS SAFETY THREE MILE ISLAND U' IT 2 PROPOSED RESPONSE Your letter GQL 0077 dated January 23, 1977 indicated your intention to implement the pump and valve testing requirements outlined in the draf t Technical Specifications accompanying our letter dated January 14, 1976.
The delay in the implementation of subsections IWV and IWP of Section XI of the ASME Code during the period between the issuance of an operating license and the start of co==ercial operation is acceptable.
- However, the proposal to use the draf t Technical Specification as the basis for you; interim testing program requires additional action on your part before it is acceptable to the Staff.
Since the referenc<d draft Technical Specification has been changed =any times, confusion =ay exist as to exactly what testing will be performed, and its similarity in fo*=at to that cf the final Technical Specification could lead to confusion as to the status of other =atters covered by the Technical Specification.
It is requested that relevant pu=p and valve testing information be extracted trom the referenced draft Technical Specification and be submitted for review.
