SUBJECT:

EPIDENIOLOGIC STUDIES RELATED TO THREE MILE ISLAND INCIDENT Attached is a brief summary (written as a weekly event) of a meeting I had with representatives of the Crnter for Disease Control (DHEid) and the Pennsylvania Department of Health regarding possible epidemiologic studies.

I should like to highlight two points in particular:

1) It would be extreraely unlikely, if not impossible, to detect health effects due to the reported levels of radiation.

However, the proposed studies would detemine health effects due to the incident, rather than due to radiation exposure.

2) Earlier comitments of the Pennsylvania Health Research Bureau (Dr. Tokuhata) require a substantial portion of their budget for the next three years. Therefore, they are looking elsewhere for funding of efforts related to the TMI incident.

I strongly reconcend that financial support from NRC for Dr. Tokuhata's efforts be considered as soon as possible.

I believe that this action fits well with our public health responsibility and, in my opinion, would not cause any appreciable concern to the residents above that already incurred.

It would, rather, help alleviate their fears and demonstrate NRC's interest in seeking the trutn about possible health effects. Dr. Tokuhata has indicated that about. $100,000 would be needed in the ictediate future. Ray Gustave (RCB) and I have spoken with G. Wayne Kerr (OSP) regarding which office would have cognizance over this project. My understanding is that such a orogram' could be originated from OSD and coordinated with OSP. j.y Robert B. Minogue within the amount Congress directed be expended for low-level radiation studies in FY79 over that which should be necessary for the Feasibility / Planning Study. Necessary considerations of the Privacy Act will be discussed with OEl.D and these will be transmitted to Dr. Tokuhata. Presently we envision a cost-sharing cooperative program with the state which may extend over several years.

If you believe that the proposed ef fort is worthwhile and within the auspices of OSD, Mr. Purple and I will pursue it at our meeting Thursday.

April 12, with Dr. Gordon K. MacLeod. Pennsylvania Secretary of Ikalth.

Dr. Tokuhata and representatives of other Federal agencies. Following your approval and our meeting in Harrisburg, a statement of work and a cost-proposal will be developed by the State and submitted to NRC as an unsolicited proposal. Contractual negotiations will then be held and the contract reviewed by a contract review board. Following the successful completion of these actions, the development of the population registry could begin.
