In acccrdance with cperating license condition D.2, Attachment 2, the cenpressed air starting systen is being =cdified to prcvile 10 starts per diesel generater.

As discussed with ycur staff cn March 6, 1978, seismically qualified air rer;-

latien valves vill not be available prier to entry inte nede 1, as required by the operating license. Instead of the reralating valves (which vould have prc-vided air for at least 10 starts withcut oper tter action), manual safety grade valves will be installed until the regulating valves are qualified.

'n this confirara icn, the diesels vill have air available for at least 5 star s with nc cperator action. 'Inen the nanual valves are Opened, the generator vill have an additional air supply alleving at least 5 core starts.

9.3.5.2 System Dese 1onien The S:arti:3 Air Sys:e= is shev sche =atically cc yigure 9.5-6.

The sys:e= circui: for each diesel generator consists of one electric =otor driven air c:=pressc, one dual drive (i.e., elec::1c =c:c: and diesel engine) air ce=pressc, two air reservoirs, and associa:ed piping and cc ::als.

The =aje: systa= cc pones:s are loca:ed ex:ernal ec the diesel Senerator skid and are located in the Diesel Generator Building which is designed to =ae: seis=ic Class I require =en:s.

While che diesel enginn is in the s:and-by =ede, che S: arcing Air Syste= at:

reservoirs are au::=2:1cally =aintained at the pressure of 230 psi by a

driven at: ce= presser. The =ccer driven air c = pressor is pcuered fr:: :he engineered safety features bus and operates en a pressure switch which s:cr:s the =c::: when :he p cssure falls to 223 psi and stops :he motor une: the pressure reaches to 230 psi. T12 two air tanks have the capacity -to effect five starts of ene diesel generater without being racharged. An addi-tic:21 five starts are supplied by three ec=pr-xi air bottles per diesel generater, each with a capacity of 300 scf, =anifolded to the air receiver fill piping. Under nor=al operatien, the ec= pressed air starti=g syste= is aute=stic, consisting of three regulaters ar.d a check mlve devastrees of the reg 21aters. Each regulater vill deliver 100 sef= at 200 psig. When the ec=-

pressers cperate, receiver pressure is abcve 200 psig, thus keeping the check

'-a e ~ aA. Upen ec= pressor failure, receiver pressure dreps belev 200 psig, thus opening the check valve and discharging battle air into the receivers.

The required =ini=u: air pressure for starting the diesel engine is 1C0 psi.

Uhile the diesel engine is in the opera:1=g==de, the secced dual drive air

r :tsser can be driven :s recharge the air reservoirs f::= either c ele::: : =c;c, which is povered f::= the diesel generator electric supply, er 2: independen: diesel engine.

The ele ::ic==::: cpera:es-au:::a:ically on scar:-s::p cpera:ic: the sa=e as :he :::c: driven at: ::= presser, while the diesel engine is s:ar:ed manually and s ::pped au:::s:1:a117 by a pressure svi::h se: at 250 psi.

These alarms are in: ended :o pr==pt operator ac:1on to correct a =alfunction or re-adjust system lineup. The alarn signals, however, vill no: trip the diesel generator unit or prevent it fr : starting when required.

This ensures j

that the failure of a pressure or posi:1on switch in the starting air sys:e=

cannot resul: in i= pair =ent of capability of either diesel generator power supply system to perform its safe:y fune: ion.

The entire starting air systa= is designed to be Class I seismic and to with-stand na: ural phen =ena such as tornado, high vinds and floed wi:hou: loss of capability to perfor= the safety function. This is achieved by containing the en: ire system vi:hin :he Emergency Diesel Generater Suilding and above design flood level.

Each diesel generator uni: has sufficient independence with respect to starting air sys tems.

This ensures cc ple:e redundancy and no i=pairment of capability of :he I ergency Power systes to perfors 1:s saf ety functicn, assu=ing a singla failure.

If ner:al acniliary power is lost to a otar driven air c = pressor, che systen reservoirs can be replenished with air frc= the associated dual drive : mpressor.
