S. A. Varga, Chief, Light Water Esactors Branch $4, DPM FROM:

J. C. Stepp, Chief, Geosciences Branch, DSE SUBJECI:

SEISMIC ANALYSIS OF THREE MILE ISLAND, UNIT 2 Tour marsorandum dated February 4,1977, subject " Hearing Tastimony for TMI-2 on NUREG-0133 & 0153" asked for our evalu.stion of the applicability of NUREG 0153, issue 19, to TMI-2.

We have reviewed the seis=ie and geotechnical engineering aspects of the TMI-2 PSAR with respect to issue 19 and find that this issue does not apply to TMI-2.

The foundations for the plant structures rest on rock or cocoacted engineered backfill over rock. The seis=le soil-structure interaction model of the foundation was a rigid base rasting on an elastle half space (See Fig. 3.7-4 of the PSAR). The effective peak accclaration for the Saf a Shutdown Earthquake desisen was 0.12g, and the responsa spectra for the design earthquake was applied directly to the foundation of the interaction inodel. The ground motion spectra is given in the FSAR, Figure 3.7-3.

Thus, the concerns raised in issue 19 of NUREC 0153 do not apply to the TMI-2.
