The slip vaa required because the licensee's Environmental Monitoring Report for the period January - June,1975, which was due at the end of August, was not huhnitted on schedule, and was needed to cocplete our input to the DES. The licenses stated by letter dated September 2,1975, that the required infornation vculd be subnitted by Septenber 30, 1975, and formed, the basis for our proposed input schedule of Ocf.ober 8,1975.
The licensee's September 30, 1975 submittal took the form of a one-page letter, stating that "...no noteworthy Environmental Effects were observed to have resulted from plant operations...".
His single page subnittal neither provides us with the data requested for our DES evaluation, nor does it represent an acceptable assessment of observed i= pacts of the plant operation, as requirnd by the ETS. However, oc October 14, 1975 ve received from the applicant a report titled:
"An Ecological Study of the Susquebnnn River in the Vicinity of the Three Mile Island Nuclear Station, Supplemental Report for 1974", Ichthyological Associates, Inc., April 1975.
This report, which the applicant had not previously made available, does give additional aquatic data collected betvecn July and December,1974.
This new information improves our basis for writing che environmental iconct statement.
We ate proceeding with preparation of our draft input to the DES vhich we vill provide to the Environewmtal Project Manager by Movember 7,1975.

In our opinien the licensee has failed to cocaly with the requireants of Section 5.6.1 of tha E S and has not responded to our request for available data. Furthermore, we feel that we are subject to critician b7 aoing to the Unit 2 hearing without having reviewed the cost recent operating experience of Unit 1.
Tha situation is complicated by inter-venor contenticus that data submitted earlier by the licensee wre inadequate to permit NRC to satisfy review responsibilities under EF.'s.
Therefore, we request that the applicant be advised to provide to us the 1973 mocitoring results prior to the end of the DES cocrent period.
