Dear Mr. Eodges:

Metropolitan Edison Co=pany, Jersey Central Power & Light Company, and Pennsylvania Electric Company have filed an application for an operating license for Unit 2 of the Three Mile Island Nuclear Station presently under construction on Three Mile Island in Londonderry Township, Dauphin County, Pennsylvania. Enclosed is a copy of a related notice ubich has been forwarded to the Office of the Federal Register for publication. This is a conbined notice of receipt of application, notice of consideration of issuance of facility operating li.-enne and notice of opportunity for hearing.

In an effort to be more responsive to the needs of the public, the Connission has arranged for doen ents and correspondence relating to this application to be kept on file for public inspection at the Government Publications Section, State Library of Pennsylvania, Harrisburg, Pennsylvania 17126. You may wish to refer members of the public who contact your office to this location where they can review the application and other related documents.

FIPI PROTECTION REVIEW SCHEDULE - THREE MILE ISLk1D NUCLEAR STATION, UNIT (2 REFERE; ICE:

Interoffice Memorandum from R. S. Boyd to V. Stello, dated December 8,1977 By the abuve referenced memorandum, we were requested to excedite the fire protectien review of TMI-2 to meet the expected OL date of mid-January, if possible.

In accordance with your request, we have revised our review schedule to start the TMI-2 review imediately.

However, if should be noted that though we may be able to complete our review issuance of the associated SER simply cannot be completed by mid-January.

Per your request, our best schedule, which has a fair chance to be met, is provided below. Please note that this schedule requires the maximum cooperation among the applicant, the licensing project manager, and the review team.

In the past, the quality of the applicant's evaluation has been found to be a ciajor factor that determines the ultimate schedule.

The review team will complete its December 21, 1977 pmliminary review of the applicant's submittal. Requests

staff positions will be provided to the LPM for immediate transmittal to the applicant.

The review team will visit the January 3-7, 1978 plant site to observe the plant's features pertinent to fire protection and discuss the staff's positiens and requests for additional infunnation. Licensee will be required to make as many vertal comitments. as possible. The stafff will provide a.'1 staff positions to the licens* in writing before leaving.

The staff will detemine if the January 16, 1978 applicant's comitments are satisfactory.

If satisfactory, our review will be considered o

complete, leaving only the documentation is an SER to be accomplsshed.

The OT staff will issue its February 24, 1978 safety evaluation report to OPM.

We request that the DPM Branch Chief confirm the applicant management's will.1gness to meet these schedules.
