Dear Mr. Chairman:
This letter will confim the oral agreement we reached in the course of our telephone conversations today.
1)
The Nuclear Regulatory Commission agrees to deliver immediately to the Subcommittee on Environment, Energy, and Natural Resources complete copies of all transcripts now in existence of closed Commission mee tings at which the accident at Three Mile Island and the Commission's response to it have been discussed.
2)
The Nuclear Regulatory Commission agrees to continue transcribing as expeditiously as possible tape recordings of the above described meetings.
3)
The Nuclear Regulatory Commission agrees to deliver to the Subcommittee the transcripts described in 2) as they are prepared.
4)
The Nuclear Regulatory cot. mission agrees to delete nothing from the above described transcripts provided to the Subcommittee and to do no substantive editing of them.
5)
The Nuclear Regulatory Commission will indicate

may lawfully be withheld from public disclosure and which 310 it believes should as a matter of pola.cy be withheld.

Subcommittee agrees to give careful consideration to the Commission's views in this regard.
In light of this agreement, I have reco= ended to the Chairman of the Committee on Government Operations that he not issue the subpoena authoris'd by the Subcommittee on Environment, Energy, and Natural Resources at its meeting this afternoon, and he has accepted my recommendation.
