Dear Mr. Chairman:

When you asked yesterday my views on staffing of the Commission's inquiry into the Three Mile Island accident, I responded that I thought you should, if anything, err on the side of employing outsiders even at the cost of not having the full expertise of existing staff.

I want to add that I think it particularly importan t that the Director and Deputy Director of the inquiry be brought in from the outside, that the Director report directly to the Commission, that all major instructions to the inquiry be via decision of the full Commission, and that the investigators preserve all notes, telephone logs and other relevant data.

I believe that the credibility of the Ccnmission will rest on the thoroughness of this inquiry.

It is important therefore that there be no question of its independence, obj ec h.iviry, and thoroughness.
