NOTICE OF EEARING ON APPLICATION FOR FACILITY OPERATING LICENSE Pursuant to the Atomic Energy Act of 1954, as amended (the Act), the National Environmental Policy Act of 1969 (NEPA), and the regulations in Title 10, Code of lederal Regulations, Part 50, " Licensing of Production and Utiliza-tion Facilities", and Part 2, " Rules of Practice". notice is hereby given that a hearing will be held concerning the Three Mile Island Nuclear Station Unit No. 2 (the facility) of the applicants, Metropolitan Edison Company, Jersey Centr _al Power add Light Company, and Pennsylvani Electric Company.
The hearing will consider (1) whether, considering the matters covered by Append 4x D to 10 CFR Part 50 of the Commission's regulations, the provisional construction permit should be continued, =odified, terminated or appropriately conditioned to protect environmental values, and (2) the

. operating license or its appropriate conditioning to protect environ = ental values, and will be held at a time and place to be set in the future by the atomic safety and licensing board (board) named herein, to begin in tL vicinity of the facility located in Londonderry Township, Dauphin County, Pennsylvania.
Construction of cl.a facility was authorized by Construction Permit No. CFRR-66, issued by the Atomic Energy Commission on November 4, 1969.
The facility is subj ec.t to the provisicns of Section C of Appendix D to 10 CFR Part 50, which sets forth procedures applicable to review of environmental considerations for production and utilization facilities for which construction permits were issued prior to January 1, 1970.
The board, designated by the Chairman of the Atomic Safety and Licensing Board Panel, will consist of Edward Luton, chair =an, Gustave A. Linenberger and Ernest O.
Salo.
A notice entitled " Application for Facility Opcrating License" was published in the Federal Register on May 28,--
1974 (39 F.R.
18497).
The notice provided that, by June 27, 1974, any person whose interest might be affected by the proceeding cight file a petition for leave to intervene in accordance with the requirements of 10 CFE Part 2, Rules of Practice.
Petitions for leave to intervene were filed GS 342
. by various petitioners including Citizens for a Safe Environ-ment and York Committee for a Safe-Environment.
The Commonwealth of Pennsylvania requested leave to participate.
A public hearing will be held.
Citizens for a Safe En-vironment and York Committee for a Safe Environment have been admittad as parties to the proceeding.
The Com-monwealth of Fennsylvania will carticioate in accordance with 10 CFR 2.715(c).
A prehearing conference will be held by the board, at a date and place to be set by it, to consider certinent matters la accordance with the Commission's Rules of Iractice.
The date and place of the hearing will be set by the board at or after the prehearing conference.
Notices as to the dates and places of the prehearing conference and.the hearing will be published in the Federal Register.
The specific issues to be considered at the hearing will be determined by the board.

(1) the Safety Evalu_ tion prepared by the Directorate of Licensing; (2) an updated Final Environcental Statement; (3) the report of the Advisory Committee on Reactor Safeguards on the application for a facility operating license; (4) the proposed operating license; and (5) the proposed technical specifications, which will be attached to the proposed facility e erating licease.

. Any person who wishes to make an oral or written statement in this proceeding, but who has not filed a petition for leave to intervene, may request permission to make a limited appearance pursuant to the provisions of 10 CFR 2.715 of the Commission's Rules of Practice.
Limited appearances will be permitted at the time of the hearing in the discretion of the board, within such limits and on such conditions as may be determined by it.
A person desiring to mtke a limited apoearance is requested to inform the Secretary of the Commission, United States Atomic Energy Commission, Washington, D. C.
20545, not later than thirty (30) days from the dat e of publication of this notice in the Federal Register.
A person permitted to make a limited appearance does not become a party, but may state his position and raise questions within the scope of the hearing as specified above which he would like to have answered.
A me=ber of the public does not have the right to participate unless he has been granted the right to intervene as a party or the right of limited appearance.
An answer to this notice, pursuant to 10 CFR 2.705 of the Commissicn's Rules of Practice, must be filed by the parties to this proceeding (other than the regulatory staff) not later than twenty (20) ds/s from the date of publication of this notice in the Federal Register.
