Dear Dr. Carbon:
I am writing in response to the oral recommendations the Committee provided the Commission yesterday cn aspects of reactor design and operation and on reactor safety research that arose as a consequence of the Committee's review of the Three Mile Island accident.
The Commission believes that these Committee recommendations should be ta k e.' up by the full Committee and then be the subject of a f o rne l letter to the Commission.
The Commission would like this letcer to include a clear statement of the considerations related to the Three Mile Island accident that led the Committee to make the recommendations.
Th.e letter should also include an assessment of the relative importance and urgency of the reca :mendations.
Specifically, the Committee should identify the degree of urgency with-which resolution of the issues raised should be accomplished.
We have directed our staff to review these recommendations.
In the meantime you should inform the Commission immediately if the Committee regards one or more of its recommendations to be so urgent that in the Committee's view it should be acted on before the Committee's next regularly scheduled meeting at which it can write a letter to the Commission.
