Dear Mr. Cia =busso:
We have reviewed your ATWS letter of October 9,1973 and L' ASH-1270,
" Anticipated Transients Without Scram for Water-Cooled Power Reactors".
Appendix 3 to WASE-1270 identifies plant status, and we concur that Three Mile Island Unit No. 1 is a Category "C" plant, and Three Mile Island Unit No. 2 is a Category "3" plant.
Babcock & Wilcox has a topical rerort on file (3AW-10016, " Analysis of Anticipated Transients Without Trip", September,1972) with the AEC regarding the analysis of this type of trcnsient, and B&W has already begun discussi:ns with the Regulatory Staff on further efforts to meet the criteria set forth in the above AEC report. A second report will be prepared by 35W following co eletion of those additional analyses agreed to by 35W and the Regulatory Staff as being necessary to ratisfy the ATJS criteria. Utis report vould be adopted for this application by an amendrent to the Safety Analysis Report.
Since B&W is dealing with ATWS on a generic basis with the Regulatory Staff, it is cur understanding that we should not receive any cuestions on ATWS until this generic review is completed.
