Dear Mr. Menear:
Metropolitan Edima Co=ceny is the holder of Provisional Construction Permit No. CPPR-40 iscued by the Aconic Energy Con:nission on May 18, 1968 for Unit No. 1, and Metromlitan Edison Conpany together with Jersey Central Power & Light Company are the bolders of Provisional Construction Permit No. CPPR-66 issued on November 4,1969. The construction permits autaorize the licensees to construct two pressurized water um-frar reactors uesignated as the Three Mile Is'and Nuclear Generating Station Units 1 and 2 on the licensees ' site o... *hree Mile Island in bauphin County, Feuusylvanu.
Each reactor is des.gned to coerate initin11y at 2452 megawatts (therma'.).
In accordance with section E.3 of the Cecrission's ra;;ulations iwleuanting the National Environamental Polic7 Act of 1969 (NEFA), Appeudix D of 10 CFR Part 50, the licensees have furnished to the Cornission a written statement of reasons, with sup;orting factual subsission, shy the construction permits abould not be suspenied, in whole or in part, puuling completion or the NEPA envirotscental review. This stater.cnt of reasons was turnished to the Commission on October 19, 1971, and suppluentad ch a supporting sub-mittal furnished to the Cernissicn on Ncvember 5,1971.
The Director of P2gulation has considered the licensees' submissions in light of the critaria set cut in section E.2 of Appeniix D, and has deter-mined, af ter considering and balancice, criteria in section E.2 of Appendix D, that construction activities involving the offsite portions of the tranmission lines for the Three Mile Island Nuclear Generating Station Unit No. 2 should be suspended pending completion of those portions of the NEPA envirocnental review. With respect to the ernstruction of the onsite portions of the Three Mile Island Nuclear Generating Station Units 1 and 2, we have balanced the environmental f actors aad conc.luded that t'aese activities need not be suspended.
