Thank you for the infot=ation you have documented in response to.our correspondence.

We agree with the statement in your referenced letter that adequate pro-cedures exist to respond to the require =ents of 10 CFR 50.55(c).

Ecwever, implementation of these procedures in this instance does not appear te This intent was expressed in the meet the intcut of the Regulations.

State =ent of Considerations issued with the rule change i=plementing i

Part 50.55(e) which states, in part, "...the Ccesission believes that the rule is necessary, so that the AEC (now NRC) staff vill have proept notification of the deficiency and timely information on which to-base an evaluation of tne potential safety censequences of the deficiency and deter =ine if further regulatory action is required...."

This is considered especially significant when the deficiency involves racil-itics with cperating licenses.

We vill continue to review the implementation of your reporting proce-dures to verify that the intent of the Regulations are being fulfilled.
