Ecwever, for s CP stage revicw it is requested that the applicant alse sutznit an organisatien chart (s) showing the direct engneering and management rescensibinty for the design and ecnstructicn of the Cyster Creek Unit No. 2 project. The interrelationships aneng and between JCP&L, SW, Eurns & Roe, mph Associates, etc. shculd be clearly indicated. An acec=panying dese:1pticn and chart (s) shculd identify the lines of authority and responsibility fer nuclear ec::penent design, fabricatica and installation and facilit/
constraction regarding inspectien, surveillance, quality centrol, testing and acceptance. Authority to "stcp or resune" an operation when irregularities are revealed shculd be clearly stated. In additicn, the quality assurance and quality centrol respcnsibility shculd be established and assigned. The qualifications, experience and number of persennel involved in these efferts should be indicated. It is suggested that the aforementioned info:.ation be also visually presented in the form of charts ecvering the areas of (a) key concrate organisational relatienships, (b) responsibility for design, engineering and equi; cent design, aeproval and fabrication, (c) respcesibility for ccnstruction and finally, (d) respcns1M11ty for testing, check cut and acceptance. In each case direct lines of authcrity and responsibility shculd be indicated including administrative, technical supervision, technical liaisen, ecnstruction and quality acntrel. Testin The resconsibi.1.ity, perforsance and acceptance aspects for the prefueling and pesteriticality test prograas shculd be discussed including the degree of reliance the applicant will place upon in-hcuse (GPU), SE, Burns & R=e, and ethers for technical support and assistance.
Little er ne information has been presented by the applicant regarding his in-service performance testing pregram that will be performed through-out plant life. In particular, the applicant is recuested to include a tatular cutline of his contemplated progrse and tentative n=rfor:ance test frequency. The outline shculd include tasting of engineered safety systems (features) as well as the reacter protection system.
