Su bj ect : Review of Supplement No. 2 to environmental report (Operating License State), for Three-Mile Island Nuclear Station, Unit 2, Dauphin County, Pennsylvania (ER-75/476)
Dear Mr. Regan:
As requested in your letter of May 13, 1975 to Mr. Bruce B'anchard, Director, Office of Environmental Projects Review, Decartment of the Interior, we have reviewed the subject material and of fer the following coments.
This report states that "the National Register of Historic Places and the Pennsylvania Ir.ventory of Histcr ic Sites vere examined
." A listing follows of a number of historic structur es which will be within one mile of the transmission route.
No mention is made in the report of any archeological site survey. This omission is especially significant in view of the fact that this area is known to have prehistoric and early Euro-American settlement sites.
The above is inadequate consideration of cultural resources.
In order to comply with the requirements of the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, Executive Order 11593, and Publ ic Law 93-291 of May 24,1974, the Pennsylvania Historic Pre.servation Officer should be requested to provide a statement as to whether preperties on or eligible for inclusion in the National Register of Historic Places will be aff ected.
A professional archeological survey and review of the proposed project area should be acccrnplished in consultation.wi th the State Historic Preservation h CIos, *t C

It is strongly suggested that the State Archeologist, Dr. Barry Kent, a t the William Penn Memorial Museum in Harrisburg, be requested to coordinate the archeological survey ant review.
The Advisory Council on Histcric Preservation should also be censulted if the undertaking will have an ef fect - visual or otherwise - upon a property on or eligible for inclusion on the National Register of Historic Places.
All effects which will accrue to cultural resources should be discussed in terms of Section 102 of the National Environmental Policy Act, and a description of alternatives and mi tigating measures included therein.
