l The White House has 2 'ed us to reply La your recent letter to President Carter and to thank pu for taking the time to share your views with him.

7 You recocriended, in your letter, that a cost vs. tenefit analysis be made T

of all proposed nuclear mwer plants to detemine the desirability of such i

a plant or som alternative energy strategy, including conservation ("A program o# energy efficiency," as you put it).

That is now being done with all applications for construction pemits for a

nuclear power plants, because the National Environmental Policy Act of 1970 required such comparisons and the (fomer) Atomic Energy Cocmission, now the Nuclear Regulatory Comission, was designated the " lead agency" to perfom such analyses. You can find them in each " draft" and Final Edvi-renmental Statement prepared for each proposed nuciear power project. To give you some idea of what these look like, I am sending you the appropriate pages out of such a report prepared for the Three Mile Island Nuclear Station, Unit 2 near Ha risburg, Pennsylvania.

I believe it will illus-trate to you the extent of the cost / benefit analyses, which have been prepared in consultation with o6her federal as well as interested state and local agencies through the process of circulating a " draft" Environ-mental Statement for coment prior to preparation of the Final Envinan-cantal Statecent.

I particularly call your attention to page 8-5 Section 8.3.2 on energy conservation.
