Morris " Preliminary Review Plan - Oyster Creek Nuclear Power Plan: Un:.t No. 2" dated May 24, 1968 A neeting was held in y office ay 23, 1968 to consider the referenced review plan. The attendees were R. 3cyd, R. DeYeung, S. Levine, R. Powell, R. Schroeder and R. Tedesco. At this neeting we discussed the basis, schedule and assign =ents f or the review. The review plan and schedule, as agreed upon at this teeting, are presented in the attachments.
This power staticn design is si=ilar to the Three Mile Island, Oconee, and Seco Rancho Nuclear Stations. Special matters which will require in-depth review include the ecployment of grouted tendons in reactor contain=ent building, ef f ects of two dif ferent types of reactor plants at the same site, and establishment of adequate flooding protection capability.
It is expected that these catters are significantly dif-ferent from those reviewed on other similar plants. Resolution of these =atters will include the advice of our consultants and the ACRS.
The responsibility for this project has been assigned to Reactor Project 3 ranch No. 2.
Mr. R. Pcwell will be project leader.

The proposed Uni: No. 2 is similar to the Three Mile Island Nuclear Station (Docket No. 50-289), Oconee Nuclear Statica (Docket Nos. 50-269, 50-270, 50-287) and SMrt's Seco Rancho Plant (Docket No. 50-312).
I.
Site and Environnent A.
Reactor Technology in conjunction with consultants will review and evaluate the adequacy of the propcsed plant design to meet pre-sm: DRL criteria for safety censiderations related to hydrology, oceanography, ecology, seteorolcgy, geology, seismology, and population. The review should include the above areas as they
=ay be affected by two nuclear plants at the ease site location.

Reactor Technology will evaluate the safety aspects related to radiclogical consequences of the accidents presented in the PSAR and indicate any differences which affect public safety.
II.
Contain=ent & Other Structures A.
Reactor Technology will review and etaluate the proposed design of the reactor building to meet safety requirements related to ficoding, tornado, plus LOCA aspects.
3.
Reactor Technology will review and evaluate the proposed grouted tendon design. The applicant intends to employ grouted tendens in the, reactor centainrent building.
III.
Continuinz Review Items Reactor Technology will review and evalua:e the proposed design capability of the pressure vessel and internals to withstand thernal shock effects and flooding of the cavity between the pressure vessel and shield as part of their continuing design evalua:icn in these two areas.

Electrical Distributien & Instrumentation Reactor Technology will review and evaluate the electrical distribu-tion system including the adequacy of the emergenc7 power distribution and cc pare instrumentation and centrol systems.... reviously reviewed facilities.
V.
Cuality Assurance and Centrol Precedures Reactor Technology will review and evaluate the quality centrol aspects proposed in the PSAR and deter =ine that all codes to be used in construction of the facility and equipment meet DRL requirements.
VI.
Emergency Plans and Oceratine Organizations Reactor Operations will review and evaluate the emergency plans and operating organi:ation for the Unit 2 based upon a 3WR and a PWR nuclear plant located at the same site.
VII.
Areas to be Reviewed and Evaluated bv Reactor Projects A.
Review and evaluate the proposed plant design in regnrd to the Ccenission's 70 General Design Criteria.

The R&D Progrars will be reviewed to confirm their adequacy to provide required results and progress of each program.
C.
A comparison of systes and equip:ent design bases and criteria will be made with current FWR plants.
D.
Facilities which are shared by Units 1 and 2 will be reviewed to determine that no safety proble: exists.
E.
Deter =ine that design provides infor:ation related to ACRS a-p ite=s.
F.
Review all DRL questions sub=itted en 3&W design and ascertain if outstanding infor=ation precised by designer has been supplied.
G.
Review and evaluate the autecatic vent valve design and tests and the possible short circuiting of injected cooling water during the LOCA.
