Dear Mr. Lear:

<b 4W Confirming telephone conversations with Messrs. David Jaffe and Robert 3ctticcre of 'IEC Staff, the six utility ec panies who either own or have centracted for Babecek & '4ilecx :iSSS have agreed to pursue a jcint review, along with 3&'4, of the Babecck & '411cox Standard Technical Specifications (3&W-STS).

Although the seven ec=pesies involved have already ec= enced their review of the 3&'4-STS and are working, initially, to the schedule attached to ycur letter to Metropolitan Edisen Cc pany catec January 9, 1975, the utility ec=panies believe it vculd be very desirable to =eet with the iEC to discuss concerns we have about

=y understanding that Mr. Jaffe has arranged f

the 3&'4-STS.

It : o such a =eeting for 1:30 P.M., Februarf 2k, 1975, at the Phillips Building in 3ethesda.

I have assured Mr. Jaffe that I will provide a list of the items the utility ec=panies vould like to discuss at this =eeting no later than February 19, 1975 In general, the purpose of the =eeting vill be to discuss:

'41th reference to the first iter, it is our understanding that the schedule forvarded by your letter of January 9,1975, is not censis-tent with the schedule for Davis-Besse Station for which Toledo Edison Cc=pany has an Operating License applica icn pending.

Referring to the second iter, it appears that a nu=ber cf the requirements in the draft B&W-STS vill have a substantial impact en cperational and adminis-trative requirements for the operating plants.

We are very cencerned that ve do not have imposed upon us requirements which do not centribute

% safety, and/cr which are ec=pletely inappropriate in terms of existing plant designs just for the sa'ce of uniformity cf technical specifications.

Mi. Georg: Lear February 15, 1975 I am not, at this time, able to give you a =cre definitive listing of these concerns because we have not had an opportunity to jointly develop them.

The utilities vill be =eeting as a group en February 18 to develop our suggested agenda for the =eeting with 3RC on February 2k.

Because of the nature of the subjects to be discussed at the meeting on February 2k, we request that yourself and Mr. Schwencer attend the meet-ing and, if at all possible, Mr. Gia=busso be available for at least a portien of the =eeting.

The utility ec=panies feel that this =eeting is very important for the purpose of gaining a proper understanding on the part of all parties as to the background and the purpose for Standardized Technical Specifications.

'Je anticipate that a candid discussion of sc=e of the generic cencerns at this meeting vill g eatly expedite the resolution of ec==ents during the course of the review.
