This is one of the several licensing proceedings encompassed by the Commission's April 1, 1977 order with regard to its newly promulgated interim fuel cycle rule.

In discharging this respon-sibility, the Board shall take into account (1) the terms of the interim rule; (2) the Commission's ccunsel in CLI-77'.10, supra; and (3)'our ccmments in ALAB-392, 5 NRC (April 21, 1977 ).-2/
