..u By letter addressed to the individual NRC Commissioners, dated February 13, 1978, Intervenors' representative in this pro-ceeding has requested "that the Cocaissioners of the NRC reverse these illegal Initial and Final Decisions in Docket No. 50-320."
Applicants m3ve to strike Intervenors' letter.
The letter in question ccmplains of asserted errors in the cantioned proceeding.
The letter is precipitated appar-ently by misunderstanding on Intervenors' part that a "Fi.:al Decision" on the licensing of TMI-2 is " rumored to have been issued on Februar/ 8, 1978," by the NRC.
Intervenors accuse the Commission of withholding delivery of the " Final Decision" frcn Intervenors to foraciose Intervenors from seeking timely recon-sideration of the all2ged action.
In accordance with the terms of the Licensing Bo'.rc's Initial Decision (LDP-77-70) and Section 2.764 o f the Ca r.' r. i s s ie n ' a regulations (10 CFR S 2.764) which makes the Initial Decis;an immediately effective, and following denial by the Appeal Ucard

y of Intervenors' request for a stay (ALAB-456),an operating license was issued for T:iI-2 on February 8, 1978 (43 Fed. Reg. 7073 (Feb. 17, 1978)).
No final decision wit:iin the meaning of the Commission's Rules of Practice (10 CFR S 2. 770) has, however, been issued in this proceeding.
Thus, there are cur-rently pending before the Lppeal Board Intervenors' exceptions to the Licensing Board's Initial Decision and before the Commis-sion Intervenors' request for a stay pending appeals.
Insofar as Intervenors' letter may be intenddd to influence the Commission's considerations of the pending stay request, it is improper.
Section 2.7R8 of the Commission's reg-ulations (10 CFR S 2.738) governs stay requests.
It provides for the filing of an application for a stay by the requesting party and a single response from other parties; it contemplates no further pleadings.
Intervenors earlier filed a stay request and are not authorized at this point to offer additional thoughts on that request, particularly absent even a requesr for leave to do so.
Accordingly, Applicants move the Commission to strike Intervenors' letter appeal, dated February 13, 1978.
