April 1, 1979 201 944 3753 Joseph Hendrie, Chairman U.S. Nuclear Regulatory Commission 1717 H St. N.W.
Washington, DC 20555 Lear Mr. Hendrio The key to elimination of fear of Nuclear Electric Plants is cancer riddle breakthrough.
--The incident at Three Mile Island is an instance of much ado about nothing, Inception-of the writer's interest in X-ray treatment of cancer was in 1948.
This became the " Law of Work" project in 1956.
--The writer is a graduate cheaical engineer.
We have an enormous confidence in basic laws of science which can be applied to solving riddles which befuddle others.
Men of 150 to 300 years :3o understood the following basic sciences i
"The amount of Energy which an Agent possesses is ecual to the amount of WORK that it can do."
"Any agent doen WORK on a body when it exeris a FORCE on the body through a DIE 2ANCE along the direction of force."
PHYSICS - Hausmann-Slack, 0, Van Nostrand Co.
To substitute X-ray, or gamma ray, fo: " Agent", is to begin to understand the true role of high energy methods in cancer treatment.
The initial statement than is:
"The amount of Energy which a go-, ray possesses is equal to the amount of WORK that it can do."
The second statement:
"Gncmn ray does WORK on a body when it exerts a FORCE on tne body through a DISTANCE along the direction of force."
The two latter statements have o dollar value aquivalent to the total investment in current and future nucleal electric power plants here in the U.S.
They represent cancer riddle breakthrough.
We would strongly suggest that your office contact Mr.
Robert J. Avery, Jr., Head, Public Inquiries Section, Office of Cancer Communications, National Cancer Institute, Bethesda, MD 20014, and request photocopies of all recent correspondence 48,~dD
'/904170/y'/d
J. Hendrie, URC April 1, '79 I
(to & from) which we carried.on'with NCI.
Replies to all letters, including the one to HEW Secretary Califano, were written by Mr. Avery, Jr.
The correspondence period spans August 11, '78 to January 11, '79 Letters which provide the NCI position in 1962, and 1971 have been reproduced in our book.
The question that we raise on page 3, first paragraph, of our attached edito.ial has already been validated on man in heat therapy cancer treatment, and smoking caused lung cancer.
--See letter to Dr. Upton of Oct. 11, '78.
/
NRC would do well to obtain a number of copies of our book " Cancer & The Law Of Work", and pass some of them out to the general news media people.
--It would put the heat back i
where it belongs--on NCI.
Our correspondence to NCI should be general information
--it should be given to the news media.
--Let them make of it what they will.
We would appreciate an acknowledgment and word on whatever course of action you take.
~
Russell Peterson, while Director of OTA,tried to interiene with NCI--they ignored his overture.
OTA does have certain of
~
our correspondence.
Daniel De Simone, Acting Director, was partially familiar with the incoming mail, as was Clyde Behney
-staff member.
One word of caution-- " Life Science People" are in the poorest position of all to judge the WORK approach.
They have a habit of "ad libing" to show expertise on a subject they know nothing of.
Corh' ally Wours, I if fkw= w Walter Obermann Our own background does include automatic control water demineral-ization systems for the power plants, and start up of these systems.
We are no stranger to a power house.

Dear Rep. Udall:
l Attached is'a copy of a letter to Mr. J. Hendrie, l
Chairman of the U.S. Nuclear Regulatory Commission.
Breakthrough of the cancer riddle under the Law of Work approach would take the ittediate present far brighter and less turbulent for nuclear electric plants.
There is no awareness of the Energy-Work relationship of classical Physics and Thermodynamics anywhere in the history of cancer research.
Yet, every high energy source used in cancer treatment, including-gnmmn -ray and fast. neutron, obeys WORK in its primary and secondary energy interchange.
If there is any problem in retrieving the entire NCI f
correspondence, the file of letters could be obtained by intercession of HEW Secretary Califano.
--The latter has not seen our letter of Nov. 15, '78, and attached transmittals, which were intended for his desk.
Mr. Avery, Jr., Head, of the NCI Public Inquiries Section, has advised us:
" Secretary Califano and his staff have complete access to all material in the National Cancer Institute files".
Please obtain a copy of our book.
It represents a si political approach vchich included the President, Members of the i
House, and Members of the Senate.
~
The fundamentals of the first 22 pages need to be understood.

Along wi th other intellij;ence gaine froa the name experim~nt, li. H. Compton, in the mid 1920's, de mons t ra t e d that X-rays impart KliiETIC EhERGY (dCHK) to an electren or a target atom.
(Compton Sca t tering Experiment--Nobel Prize, Phycien - 1927)
Thin primry energy interchange with target electrons will also hold true for all other farns of high energy (except neutron;)
used in cancer treatrent.

-ra n), the raolecule f r a r.n e n t:. into positive and nep tive iors.
>vton's Yhird Law states that for every ac tion there is an equal and opponite reaction.
Whatever Kinetic Energy is imparted to the target electron will alco impart an equal reaction to the newly formed ions, providing them with Kinetic Energy.
This secondary energy of the newly created ions will be absorbed by forcing raigration of ather existi.ng lons in the cella and tissues.
(Forced migration of ionc in this mnnuor is equivalent to a DC electrolytic current.)
Fast neutrons have a very high Kinetic Energy wa'leh will be imparted by direct collicion to nuclei of atoms along the individual neutron's flight path.
The energy suddenly absorbed by a nucleus displacement of the atom and ionization of the greater molecule causcs of which it is a negment.
The reculting secondary Kinetic Energy gained by the newly formed ions will be a'onorbed by, and cause forced migration of, other existing ions.
Forced migration of existin ; ions--defined by the Lnu of e
Work and ilewton's Third Law--is the common deroninator and useful function of all high energy methods used in cancer treatment.
The chort intervn1 of expcsure to the energy cource ic obviously the only time period when forced nigcc tion of lonc ta%ea place.
As such, che Chan3e produced must cor/e as an I T a'u Y to the overall biological procenL of the cancerous cell.
The biochemists h m known for more than 15 yeara that cancerous cells have a bigher than normal nagative ion concentration.
This sugr;ects that rentoration to a normal negative ion concentration a criteria which would allow the overall biological process to in normalize the cell, and hence normalize cancerouc ticaue.
The overall cell biochemis try io probably correc t--even when it leads to production of cancar cellc, and cancer tissue.
What may need broad acceptance in that a cell of higher than normal negative ion content has been " pro {; rammed" to be, and to remain cancerous.
The term "probably" of the above parai;raph in based on a
" negative".
With all the cancer research that hac already been carried out in this century--all our the world- " negative" renulu allow no prediction of when or how or if a breakthro.uA can, be f
obtained during the next 50 years.

"Jow can a recearcher with "nelm tive" recalta to hin e gerim ntation, ever begin to suupec t a "tru th" that indeed the'e ic Eij c a k e t in the biochemiutry of a canceroua call to differentiate it from the biocheniutry of a normal cell?"
The proof of the foremen tioned o,ua; tion, in a "poaltlee" nonce, would take a direction indicated by the Lau of Work.
A low level DC energy source, which cannot crea ta additioaal ions within the cello:
'n... a force migration of enoting ions in anall tuners locateu on hancs or feet of man.
Tumor regrassion and disappearance would be within 6 to 8 mehc.
Wi th an affirma'cive on theae experimental probeu, thent 1.
Overall cell biology is reacting to an input condition for both initiation and proliferation of the cancer cella--the input will at all times be ionic.
- 2. There is indeed 50 defect in the biochenistry of the cancerous cell to differentie.te it from the normal cell.
- 3. Extraneouc fielda of research (biochemistry of cell reactions as chief example) will be eliminated with a naving of thousands of man years of cancer recearch, here and abroad, during the next 50 or more years.
- 4. Cancer resea ch will suddenly have narrow limitu.
The Law Of Work will have been entablished ac the ccientific foundation for defining the problen ao a procesa, and for guiding directions of research.
- 5. This new intelligence on cancer, will yield ansaera in a short period of time, which have direct application to cancar victin problems.
It will need to be underntood that a real limita tion of all methods which produce " forced migration of existing ionu" in that ions cannot be driven from aqueous tissue into void spaces of the
'say.
A higher than normal negative ion concentration will remain in cella adjacent tho void.
Perhaps, the sad part of the Compton insight of 50 yesco ago was the application of a new tern " recoil elec tron" to the target electron which had gained Kinetic Energy.
(The energy interchange between X-ray and electron had changed the path of the electron from an orbit to a linear direction.)
" Recoil electron" drew no picture relating to energy terminology definitions of physica.
--lia cuch, it would seen the scientific elite were just two words away from recognizing the Law of Work and ending the riddle of cancer back then.
The American Cancer Society has projected 390,000 cancer fatalitica for 1978 in the U.3.
This represents the basic rt a7on why the Law of Work should be exoerinentally probed--new.
--No excuse can be tolerated for not exploring thin direction from those who will becone the annual atatintics.

s Cancer a The Law Of rlork--Editorial Cont'd.
L.ay 5. 1978 Therv are a number of points which the reader of this Editorial shouid bear in nind
- 1. There are a large number of profecsionals in Chemistry and Engineering who have baen formally educated to understand WOT:.
in courses of Physica and Theraodynamics.
?;ost na.abers of the medical profession will lack thi: background.
- 2. There is no man who will ever walk the surface of this a rth who will attain the ent. ir.g " status" of ever present fundamental laws of Isother Nature.
She is always right in everything she does at any given instant.
- 3. Fundamental laws of idother Nature are studies in simplici cy, and that ordained characteristic allows these laws to hold true in all man made subdivisions of science, ipelading Cancer.
- 4. The experiments called for in the WORK editorial and the writer's book, are extremely simple--in line with the nature of dORK itself.
The importance of positive results is not in the technique of the experiments, but rather the immediate profound impact that the Law Of Work and itu innlicatiorm have on the cancer research industry.
- 5. The cost of experimentally probing The Law Of Work approach will be far less than the cost of probin3 a single suspected carcinogenic chemical.
- 6. The world of the cancer research profoscional is extremely competitive.
No researcher will further someone elses project.
--It may take broad publication in the general press to force the issue of an experimental probe of the Law of Work logic as applied to cancer.
- 7. Those who have a strong interest in the above statements of this Editorial, may also wish to gain additional background information from the bock:
