Dear Julian:

ost intelligent Americans, I have been appalled by and alarmed at the recent incident at Three Mile Island.
Unlike some communities, however, this community - Louisville and Jefferson County, as well as nearby areas in Kentucky and Indiana - cannot rest easily, even if and when the Three Mile Island situation is rendered safe.
The incident at Three Mile Island can only serve to rekindle and sharpen our concerns over the facility now under construc-tion at Marble Hill.
Any major accident or disaster - and we know that they can happen - would critically disrupt our cc= unity and our state.
Our stake in the safety at Mu.-ble Hill is clear, and my concern is clear.
It seems clear to me that:

The Commonwealth of Kentucky should actively partici-pate in the further administrative review and scrutir '
Hill, to seek more stringent assurances of safety.

The Commonwealth of Kentucky should actively urge the
';uclear Regulatory Commission to consider a construction moratorium for facilities such as the Marble Hill plant.ntil definitive findings and recommendations from Three Mile Irland concerning safety are in and made available to the public'.

Page 2 April 5, 1979 Julian M. Carroll facility is built as proposed; but that the facility is indeed safe' Surely Three Mile Island has convinced everyone that current review criteria have been inadequata.
The situation now cries ou_t for critical review and re-examination before further facilities are allowed to operate.
As a final point, it should be noted that Kentucky is one of the great coal-producing regions in the world.
Surely, it is time for ou. so-called national energy policy to recognize that this great resource - handled and processed in an environmentally responsible way - offers great alternatives for energy production.
. urge you to support these and further appropriate measures to assure the safe and healthful development of our energy resources.
