( AIA3-LS6, p. 7h). The Appeal Board established in would use a AIA3-h86 that the burden of producing this necessary infor=ation concerning aircraft flight patterns rested prinarily on ths Sta.ff s;d Applicant (AIA3-k86, p. 72). Subsequently, in an Crder dated Septe=ber 15, 1978, the Cc=issioners ordered the parties to obtai a hether, and if so, how often, the Three Mile Isla:d inf:=ation on v
(Cc issioners' Crder, September 15, 1978, part 2, site is overflevna
- p. 2). Ecuever, neither the Staff nor the Applicant has offer?l testine:7 which f""7 er openly discusses either of these issues.
The Intervencrs therafere nove that they be pe=itted at least partially to fill these voids in the evidentiary record by offaring testinen7 and affidavits w=ich address these issues. In particular, the Intervencrs r x;uest ped ssion to bring forward 'Aree individuals who, in the agg egate, have landed a total of nine tines at Harrisburg Internati nal Airport (1C1) via ce=eretal jet aircraft. Cf these nine arrivals (fre= Pittsburgh and Chicago), seven involved a r==va7 a:proach in which the aircraft flev crer the ""E site. These seven landi=gs occurred under gecd weather conditions and pres== ably 'de aircraft approaches vers nade under visual firing conditions.

Ccuse-quently, the f act that the OC site is located under a frequented aircraft glide path nandates that the aircraft crash probability rates previously caleclated by both the Staff and Applicant =nst be =cdified to reflect this new infer =ation.
.hrthernere, the existing reccrd shews only that the plcnt is said to be desic ed to withstand the design basis c: ash. No testbecy in support of this clah was presented before the Licensing Board. 3ather, as Staff Witness dead =d-* tted under cross-.srsn.'natien belov, there has been no qualification testing in this country since the end of Yorld War 2 of the ability of steel-reinfereed concrete structures to withstand aircraft inpact (tr. 62h-5, 631). As a result, no censure of certaint7 can be attached to the allegad ability of OC-2 to withstand even a " design basis" crash.
In additics, with regard to the questica of everflights of the "2C site b7 heavy aircraft, the attached affidavits of Drs. Judith H.
Johnsred. and Chaunce7 Iepford reveal that at least one TransWorld Airline (74A) pilot and another 7.!A e=plcye, a flight engineer, have on separate cecasiens f1cun over the OC -ite en a landing approach to ru=va7 31 of EIA. Furthermore, as the affidavit of Dr. Job-e ed de=cnstrates, to pilot openly stated that he had everflown the OE site while ' =-d* *C at EIA in Boeing 7h7's, the largest ec=nercial air 1Lners in the verld.
