nuclear power plants and another under construction, a shipyard tihat G&
builds nuclear su Marines, and a cc w that m nufactures reactor acres, I have been acutely concerned about the safety of my constituents in the light cf the rccent accident at the Three Mile Island nuclear pcrer plant. The Second Congressional District which I represent has e
one of the highest concentratiens of nuclear power generation in the country, providing 58% of the electric power in Connecticut.
The people in af district have ccrae to rely upon nuclear pomr, but the proximity of nuclear facilities to their horres is an everpresent potential threat to their safety. At the present ti;ne, there are too :rany unanswered cuestions alcut the probability of another majcr accident occuring, the long-tm effet of 1cra.-level radiation, and the hazards of nuclear waste distr., sal and transportation. T e federal gover= rent needs to reassess its current regulations controlling the develcpnenu, construction, and operation of nuclear facilities.
g The l2C has recently taken steps to inprove its procedures for the NF nenitoring and oversight of nuclear preer plants, but there are still many aspects of the NBC's current policy that CDuld he reevaluated and inproved.
I have outlined below an eleven point plan that I hope you will nest seriously consider.
1)All nuclear pcreer plants determired to be sin 1ilar in design ard construction to the Three Mile Island plant should be inmediately shut down until the NRC certifies that the design and rcechanical problerrs experienced at Three Mile Island are not present or have been corrected at these plants.
2)The NFC should assign at least one of its inspectors to every nuclear power plant in the United States.
NPC inspectors should be rotated from plant to plant within designated regions on a regular schedule.

Parrisburg last week, the 12C should not approve ara construction pennits or cperating licenses for nuclear powr plants in states that do not have lac-approved cmergency plans.
7)The lac should require the approval of all mergency plans at nuclear pcwar plant sites and in surrounding cczmunities within a 12 rconth pericd or the states failing to develop such plans could face a termination of federal aid.
8)Due to the uncertainty of the degree of radiation levels near the Three Mile Island plant, the IEC should be res;rnsible for conducting, on a perranent basis, wgehensive monitoring of radiation in tin envircrrent within a 15 mile radius of all nuclear powr plants in the U.S.
h 9)2ecause there are indications that a design flaw aM several mechanical ralfunctions contributed to the Three Mile Island accident, the lac should significantly increase its independent testing and review of nuclear powr plant construction.
10)In order to better coordinate contingency evacuation plans ard disseninate inforration, tle lac shculd be responsible for informing the public living in the vicinity of nuclear power plants of plans for evacuation and, on an ongoing basis, the status.of radiation emissions.
I might add that to my kncraledge, Waterford, Connecticut, in my district, is the only locality that has both fully lac-approved and tested, nucler cmergency plans.
I would urge the IRC to revica and disseminate Water #crd's
