3 An inspection cf the University of Washington broad academic license was v,7 _,

by the State of Washington, January 26-29, 1981. As a result of the State's findings, the Department of Social and Health Services issued a Cease and Desist Order on January 29, 1981. The inspection disclosed that appropriate administrative controls as required by the license, were not being followed to assure adequate control of the procurement and use of radioactive materials at the University of Washington.

In particular, it appeared that the University had; (1) allowed individuals to use radioactive materials without the approval of the Radiation Safety Comittee or Radiation Safety Officer (R50); (2) allowed individuals to use quanti-ties of radioactive materials in excess of amounts authorized by the Radiation Safety Comittee or R50; (3) improperly delegated authority to amend or renew authorization to use radioactive material to staff other than the RSO, and (4) in-properly delegated routine approval of purchases of radioactive materials to a clerical staff member which led to possession of radioactive naterials by individuals in excess of authorized amounts and the use of radioactive material by unauthorized individuals. There is no information at this tine that these violations resulted in excessive radiation exposures. The State inspection is continuing.

A staff nenber from the State Agreements Program (OSP) was present during this inspection for the purpose of evaluating the perfornance of the State inspectors, as During part of a review of the State of Washington's overall regulatory program.

the inspection, technical assistance was provided t'y the OSp representative at the State's request.

As of 1/30/81, the University of Washington indicated that the order would affect about 200 research projects.

The University of Washington issued a press release on 2/3/81 regarding the Cease and Desist Order. The State expects media interest.
