Attachment 1 ISOTOPE CROSSROADS The purpose of the tabletop exercise (TTX) series is to focus on the security of radiological material during commercial transport. Each TTX is designed to promote information sharing, joint situational awareness, team building, and problem resolution in a crisis response situation.

Participants include representatives from Federal, State, and Local law enforcement and emergency response agencies, public health organizations, transportation companies, and radiological material producing companies. Each TTX scenario is customized to the specific location and challenges participants to work together in a complex weapon of mass destruction scenario involving Category 1 and 2 radiological materials during commercial transit. Specific transportation routes, transportation company response procedures, various types and quantities of radiological materials transported through the local area of responsibility will be explored.

ISOTOPE CROSSROADS TTX SERIES OBJECTIVES

1. Promote interagency communication and situational understanding in support of radiological/nuclear transport through the State.
2. Bolster the interoperability of multiple response agencies in the event of an incident towards or involving a radiological/nuclear shipment.
3. Discuss:
  • Prevention and response
  • Federal, State, and Local first responders
  • Public Health Personnel
  • Transportation companies
  • Radiological materials production companies
  • Incident and unified command
  • Media relations
  • Plume/casualty modeling and evacuation/shelter-in-place
  • Tactical resolution
4. Conduct a mock press conference or other crisis communications-related player requirements (upon request).

DOE/NNSA EXERCISE OBJECTIVES

1. Examine current carrier and local responder secure transport plans, policies, and procedures.
2. Discuss carrier-specific integrated response plans with Federal, State, Local, and private-sector partners.
3. Exercise coordination between multiple law enforcement agencies and responders tasked with responding to a terrorist threat/incident.

FBI EXERCISE OBJECTIVES Discuss:

  • FBI response mechanisms and procedures
  • Suspicious activity awareness
  • Awareness of routes/materials being shipped through the State
  • Joint Terrorism Task Force
  • National-level policy
  • National Response Framework
  • Nuclear/Radiological Incident Annex
  • Terrorism Incident Law Enforcement and Investigation Annex
  • Site control/command and control turnover
