This is in response to your letter of December 1, 1979 to Mr. Bickwit concerning your brief in this proceeding dated December 1, 1979.

Your letter expressed your belief that your brief does not contain protected information and thus should not be covered by the protective agreement.

We believe, however, that the discussion of specific routes on page 2 of your brief reveals protected information and, as a result, that the entire brief falls under the terms of your affidavit of non-disc.losure.
