Dear Senator Morgan:
Your November 20 letter to me expressed concern about delays in licensing the second North Anna facility in Louisa County, Virginia.
The Commission currently has before it for consideration a policy statement setting forth the course it intends to follow in adapting its licensing pro-cess to include implementation of recommendations of investigations of the Three Mile Island accident.
I expect that, as finally issued, this policy statement will address the question of resumption of licensing of completed or nearly completed plants such as North Anna II, including requests to allow pre-operational testing in advance of implementing TMI-related recommendations.
As the Commission is giving this matter the highest priority, this statement should be promulgated shortly.
You will be provided a copy promptly.

steps to expedite the licensing of Virginia Electric Power Company's North Anna No. 2 nuclear unit.
I, too, would like to express to you my utmost concern for E
the speedy processing, and for your support of VEPCO's applica-tion for licensing of their nuclear plant.
Due to the decision p...'.T of President Carter to no longer import Iranian oil, the licens-p' ing of this nuclear unit would be in effect a positive step toward lessening the United States' dependence on foreign oil.
Additionally, the eastern North Carolina electric customers service' by VEPCO would be paying a cheaper price for their electricity.
I would appreciate any assistance and consideration you might lend toward the licensing of VEPCO's North Anna No. 2 nuclear unit.

At the present time Vepco is greatly dependent on oil to meet its electric generation needs.
This. extremely high import of foreign oil. is not only-bankrupting cur nation, bilt also the consumers here in Eastern North Carolina, who ultimately have to pay the high cost of imported oil.
If it's safe, let them cut it on.
If it is not safe, tell them

We need not only lower cost of energy in our area, but an adequate supply to carry.us through the winter months.
