Centlemen:

Pursuant to the Staff's commitment to provide weekly reports on the status of resolution of open items and completion of the Staff's Safety Evaluation Report (SER) in the referenced proceeding, this constitutes such report for the week ending November 16, 1979.

In the status report of October 26, 1979, a problem involving certain concrete block walls (non-shear walls) and reaction forces from piping attached to these walls uas briefly described.

All information on this matter available to the Staf f was forwarded to the Licensing Board and parties on November 13, 1979.

The Staff has been informed that, during the past week, Licensee and Bechtel structural analysis personnel have devoted essentially all of their time to investigation and evaluation of that problem and preparation of a supplement to Licensee Event Report 79-15 on the matter.

Consequently, the Licensee has been unable to prepare and file final responses to any of the unresolved struc-tural questions submitted by the Staff on September 14 (questions 5-9), Septem-ber 20 (questions 1-6), and October 2,1979 (questions 1-25).

In view of this, no further progress was made during the past week on resolution of the open items addressed by these Staf f questions or on preparation of those portions of the SER dependent upon full, responsive answers to these questions.

Staff structural review and evaluation of the proposed modifications has continued during the past week, however, to the extent that that review is dependent upon information currently available to the Staff and is not dependent upon the submission of responses to the Staff's questions listed above.

Likewise, the Staff is still awaiting submissic.7 of final responses to Plant Systems Branch questions of September 14 (questions 1-4) and September 28, 1979 (questions 1-7).

The Staf f has f ound acceptable preliminary responses, submitted by the Licensee on October 18, 1979, to Staff questions 1 anci 2 of September 14 and questions 1, 5 and 6 of Septer5cr 28 and has incorporated the information provided in those responses into those portions of the SER which address protection of cables during installation of washers for the steel plate, of an energy absorber to protect below-grade piping during plate installa-use tion, construction noise control and control of the drill to be used to drill holes for installation of the steel plate.

As indicated in the Staff's status report of November 9,1979, further progress on Plant Systems Branch review, evaluation and revision of those portions of the SER dealing with the effects of the proposed modifications on safety-related systems and plant operation is now wholly dependent upon submission by the Licensee of final responses to Plant Systems Branch questions.

Consequently, since final Licensee responses have not been received, the Plant Systems Branch portion of the SER has not been com-pleted during the past week.
