Gentlemen:

In response to your letter of November 30, 1979, to Mr. J. T. Enos of my staff, the following is provided.

We wish to make note that l'r. Enos is not authorized by AP&L as a corre-spondence contact with NRC and that the Charter of the B&W 177 FA Owners Group does not provide for written cmmunication by a collective Owners Group representative with NRC.

Therefore, on future issues of this type, we request that correspondence involving issues that the B&W Owners Group may be addressing, be transmitted directly to each individual utility through nomal correspondence channels.

Upon receipt of your subject letter, we did distribute your letter to the B&W Owners Group and EPRI.

The following is AP&L's response to your let-ter.

This response does not represent a collective response by the B&W Owners and/or EPRI and should not be received as such.

We discussed your request with EPRI and made your concerns known. We un-derstand that Mr. William Cahill, Jr. (Consolidated Edison) and Mr. E. P.

Hoffman (Consumers Power Company) discussed the EPRI Safety and Relief Valve Testing Program plan with various members of the NRC Staff (D. Eisen-hut, J. Olshinski, T. Telfort, etc.) on Deccaber 17, 1979.

The cover letter to you transmitting the Test Program responds to your December 7,'

1979, letter to Mr. Floyd Lewis addressing your ATWS concerns.

It further states that your letter introduced additional factors to accommodate in future test program planning and volunteered to initiate discussions with your staff regarding future phases of the test program.

Denton January 7,1980 As stated in response to Mr. Eisenhut's letter of October 30,1979, AP&L is cemitted to and fully supports EPRI and its Safety and Relief Valve Test Program. We will continue to follow the development of the test program and assure that consideration is given to your request regarding incorpo-ration of ATWS conditions into the test program.
