Dear Mr. Chairman:

We are pleased to submit the enclosed report, "NRC Semi-Annual Report to Congress on the Status of Domestic and International Evaluations of Nuclear Fpel Cycle Systems," in accordance with Public Law 95-601. This is the first report in a series of reports mandated by Congress.

Reports on this topic are to be submitted to Congress by NRC semi-annually through calendar year 1980 and annually through calendar year 1982.

This report provides the results of NRC's review of documents relating to domestic and international evaluations of nuclear fuel cycle systems.

The report covers information reviewed by NRC through June 30, 1979.

Events occurring after June 30 will be covered in subsequent reports.

In particular, this report does not cover NRC views relative to draft reports now being circulated or prepared in connection with the Non-proliferation Alternative Systems Assessment Program (NASAP) and the International Nuclear Fuel Cycle Evaluation (INFCE).

We believe the attached report is responsive to the Public Law and hope it meets your particular needs.
